I am an architect from Spain who is interested in participating in the contest.
According to the bases, the project is completely anonymous, so no personal reference should appear in any place.
As you already know, the sending of the documentation is done through a messenger which necessarily requires you to put the data of the sender, so it would not fulfill the anonymity.
How can we resolve this issue without including it in anonymity?
We can put as a sender the chamber of architects of Spain or the Embassy of Slovenia in Spain as a sender´s data?

Ali je dopustno preseči višino 14m?
14 metrov pomeni dejansko etažnost P+2, (3 x 4m), kar je precej nižje od Trnovskih blokov, naprimer. In glede na to, da je to javni objekt, ki naj bi imel izrazito poudarjeno reprezentativno in demonstracijsko vrednost, bi bilo vredno razmisliti, če lahko ima ustreznejši višinski gabarit. Oz nahko natečajne rešitve predlagajo ustrezno višino (mimo uravnilovke z OPN MOL ID)
Letošnja nova zakonodaja omogoča po skrajšanem postopku sprememebe posameznih določil OPN ravno za takšne primere, tako da iz tega vidika to ne bi smel biti (prevelik) problem.

V natečajnem gradivu je zahteva po 1.500 m2 zelene (ekstenzivne!) strehe. Ali se res natečajniki ne smemo sami odločiti kakšen tip strehe bi bil najprimernejši glede na koncept zgradbe. In na najboljšo demonstracijsko in visoko tehnološko zasnovo zgradbe.
Vse zasnove s (sodobnejšimi zasnovami, kot zgolj gabarit kocke), recimo parametričnimi, geometrijskimi strehami oz fasadnimi opnami so tako dejansko onemogočene. Pa verjento to ni ravno namen natečajev.

In case he/she is not listed, he/she may participate on the basis of European Parliament and Council Directive 2005/36/EC on the recognition of professional qualifications. If he/she is an authorised architect in a contracting state that falls under the 2005/36/EC Directive, ZAPS will be able to verify his/hers professional qualifications through the IMI system. If he/she is an authorised architect in a state that doesnt fall under the 2005/36/EC Directive, or a state that isnt a contracting state for the recognition of professional qualifications, enlistment in ZAPS register of architects is required. Minimum requirements for enlistment in ZAPS are: nostrification of diploma by NAKVIS, 2 years of appropriate professional experience and successful passing of professional exam at ZAPS. Estimated time from the date of registration for exam to enlistment into ZAPS is 6 months or more.

1_Inštalacijske naprave je dopustno urediti nad višino 14,00 m.
V skladu s 121. točko 3. člena OPN MOL ID dopustno višino stavbe lahko presegajo: dimnik, inštalacijske naprave, sončni zbiralnik ali sončne celice, dostop do strehe, ograja, objekt in naprava elektronske komunikacijske infrastrukture. Višina stavbe je razdalja med koto terena ob vhodu v pritličje stavbe in najvišjo točko slemena stavbe s poševno streho (eno- ali večkapnica) ali venca stavbe z ravno streho.

2_Oblikovanje paviljona »Tehnologije prihodnosti« nad temeljno ploščo ni predmet natečaja.
Paviljon »Tehnologije prihodnosti« je stavba, ki bo dokončana kasneje kot pa glavni objekt Centra znanosti . Paviljon »Tehnologije prihodnosti« je sestavljen iz:
- stalnega dela, tj. iz dveh platform z inštalacijskimi priključki (inštalacijsko hrbtenico) in
- izmenljivega dela, ki bo na platformi postavljen kasneje, skladno z interesi podjetij za demonstracijo tehnologij gradnje in tehnologij v stavbi.
Paviljon »Tehnologije prihodnosti« predvideva 4 izmenljive dele na dveh platformah. Predmet natečaja obsega obe platformi, ki sta temeljni plošči za izmenljive dele paviljona in inštalacijske priključke (inštalacijsko hrbtenico), med tem ko bodo izmenljivi deli načrtovane in zgrajene kasneje, skladno z interesi podjetij za demonstracijo. Izmenljivi deli paviljona »Tehnologije prihodnosti« nad temeljno ploščo niso predmet natečaja.
Predmet natečaja v delu paviljon »Tehnologije prihodnosti« torej obsega pripravo dveh platform -temeljnih ploščadi in inštalacijskih priključkov. Platformi sta kvadratne oz. pravokotne tlorisne zasnove (v razmerju 1:1, največ 1:1,5). Na platformah je predvidena kasnejša izgradnja izmenljivih delov (ki niso del natečaja) skladno z načrtovanimi demonstracijami. Bruto površina ene platforme je 250 m2, bruto tlorisna površina izmenljivega dela, ki bo zgrajen kasneje in ni del natečaja, pa 100m2. Vsaka platforma mora imeti izvedene priključke na multiple inštalacije.
Umestitev platform v prostor mora biti taka, da bo za izmenjlive dele, ki bodo kasneje zgrajeni na njih, omogočen nemoten zajem sončne energije na strehi in vsaj na eni fasadi in zadosten razmik med njimi, da se prepreči medsebojni vpliv (razmik med platformama vsaj 6 m).
Lokacija postavitve je predvidena izven stavbe, v bližini stavbe Centra znanosti. Paviljon »Tehnologije prihodnosti« bo z glavno stavbo povezan z vsemi potrebnimi inštalacijami, ki bodo nadzorovale in spremljale delovanje testnih prostorov.

3-Umestitev in lokacija parkirnih površin v natečajnem gradivu ni določena in je odločitev za podzemne garaže oz nadzemne parkirne površine prepuščena natečajnikom. V natečajnih prilogah so predstavljeni rezultati Hidroloških raziskav (višina podtalne vode in viseče vode) ter Geomehanskih vzorcev zemljin na dani lokaciji, kar bo seveda vplivalo na odločitev o pozicioniranju garažnih in parkirnih mest.

The height of the building is the distance between the level of the ground by the entrance to the ground floor of the building and the highest point of the roof ridge for buildings with slanted roofs (one or multiple peaks), or the wreath of the building with a straight roof.

2_The design of the pavilion Technologies of the future above the foundation slab is not the subject of the competition.
The Technology of the future pavilion is a building which will be completed later and not in time as the main building of the Science centre. The Technology of the future pavilion consists of:
- permanent component part, consisting of two platforms with installation connections (installation backbone) and
- changeable component part that will be placed on the platform later, in accordance with the interests of companies for demonstration building technologies and technologies in the building.
The Technology of the future pavilion foresees 4 changeable parts on two platforms. The subject of the competition comprises both platforms, which are the foundation slabs for changeable parts of the pavilion and the installation connections (installation backbone), while the changeable parts are planned and will be built later in accordance with the interests of the companies in a demonstration. The changeable parts of the pavilion Technologies of the future above the foundation slab are not the subject of the competition.
The subject of the competition in the part of the Technologies of the future pavilion, therefore, comprises of the preparation of two platforms - foundation slabs and installation connections. Platforms are square or rectangular floor plan design (in a ratio of 1:1, max. 1:1.5). On the platforms, the later construction of changeable parts (not part of the competition) is planned in accordance with the planned demonstrations. The gross area of one platform is 250 m2, the gross floor area of the changeable part, which will be built later and is not part of the competition, is 100 m2. Each platform must have carried out connections to multiple installations.
The placement of the platforms into the space must be such that for the changeable parts, which will be built on them later, it will be ensured smooth capture of solar energy on the roof and at least on one façade, as well as a sufficient distance between them to prevent interaction (the distance between the platforms is at least 6 m).
The location is provided outside the building, near the building of the Science centre. The Technology of the Future pavilion will be connected to the main building with all the necessary installations that will monitor the operation of test rooms.

3_Placement and location of parking surfaces in the contest material is not determined and the decision for underground garages or above ground parking surfaces is left over to the contestants. The contest attachments include the results of hydrological research (height of subterranean water and hanging water) and the geomechanical samples of soil at the given location, which will, of course, influence the decision on the positioning of grage and parking surfaces.

Stavba Centra znanosti predstavlja arhitekturno inovativen in prostorsko prepleten sistem, kjer lahko arhitekti v največji možni meri z upoštevanjem programskih vsebin inovativno, svojstveno in sodobno zasnujejo natečajni predlog. The building of the Science centre represents an architecturally innovative and spatially intertwined system, where architects, as far as possible, can innovatively, characteristically and modernly conceive the competition proposal, taking into account programme contents. In the design of programme and all other premises the competition proposals must compulsorily take into account previous opinions and conditions of spatial planning operators, guidelines from the competition task, all applicable laws, regulations, rules and technical guidelines relating to the building construction and meet the minimum conditions referred to in Articles 66 and 67 of the RULES on the requirements for ensuring the safety and health of workers at workplaces (http://www.pisrs.si/Pis.web/pregledPredpisa?id=PRAV418):

Article 66
(1) The employer must ensure that the clear height of the workspace is at least:
- 2.50 m if the base area of the space is less than 50 m2;
- 2.75 m if the base area of the space is more than 50 m2;
- 3 m if the base area of the space is more than 100 m2;
- 3.25 m if the base area of the space is more than 2,000 m2.
(2) In spaces with sloping ceilings above workplaces and traffic routes the clear height of the space must not be less than 2.5 m in any place.
(3) In shops, offices and similar workplaces, where mostly easier work or mostly sitting work is done, the competent authority may after preliminary assessment, taking into account the construction features of the space and the nature of the working process, allow a lower clear height, but not more than for 0.25 m.

1. Dopustna višina stavbe, tudi npr. planetarija, je do 14,00 m. Višina stavbe je razdalja med koto terena ob vhodu v pritličje stavbe in najvišjo točko slemena stavbe s poševno streho (eno- ali večkapnica) ali venca stavbe z ravno streho. V skladu s 121. točko 3. člena OPN MOL ID dopustno višino stavbe lahko presegajo: dimnik, inštalacijske naprave, sončni zbiralnik ali sončne celice, dostop do strehe, ograja, objekt in naprava elektronske komunikacijske infrastrukture.

Vezano na odgovor o lokaciji osrednjega prostora, menimo, da je oblikovanju in lokacija osrednjega prostora zadeva projektne rešitve. Morda je rešitev osrednjega prostora v dveh etažah boljša, fleksibilnejša, bolj uporabna..., zato nas zanima ali je razporeditev osrednjega prostora v dveh etažah izključujoči parameter.

Regarding the response to the location of the central space, we consider that the design and location of the central space concerns project solutions. Perhaps the solution of the central space on two floors is better, more flexible, more useful ... so we are wondering whether the arrangement of the central space in two floors is an exclusive parameter.
You state in the tender documentation that the gallery should be larger in volume. What is the requirement for the height of the space? The same question is for the central space.

Razporeditev Osrednjega prostora v dveh etažah je izključujoči parameter.
Osrednji prostor eksperimentalnice naj se predvidi v enotni zasnovi, kot je navedeno v natečajni nalogi, z možnostjo fleksibilnih delitev in oblikovanja manjših prostorov. Vsekakor pa ni predvideno, da bi se prostor eksperimentalnice-osrednjega razstavnega prostora že v prvotni zasnovi razdelil na manjše prostore v različnih etažah.
Minimalne zahtevane višine prostorov so bile podane v odgovoru z dne 6.11.2018.
Opis Galerije v natečajni nalogi, kjer je navedena tudi večja prostornina prostora, je predvsem mišljen kot opomnik, da so lahko dela predstavljena v galeriji večjih dimenzij, in za dobro predstavitev potrebujejo večji volumen.

The arrangement of the central space on two floors is the exclusive parameter.
The central place of the experimental room should be envisaged in an uniform design, as stated in the competition task, with the possibility of flexible division and creating of smaller spaces. In any case, it is not envisaged that the space of the experimental room-central exhibition space would be divided into smaller rooms in different floors in its original design.
The minimum required height of the spaces was given in the answer of 6.11.2018.
The description of the gallery in the competition task, which also includes a larger volume of space, is primarily meant as a reminder that the works presented in a gallery can be of larger dimensions and they need a larger volume for a good presentation.

- 2,50 m, če je osnovna površina prostora manjša od 50 m2;
- 2,75 m, če je osnovna površina prostora večja od 50 m2;
- 3 m, če je osnovna površina prostora večja od 100 m2;
- 3,25 m, če je osnovna površina prostora večja od 2000 m2.
Programski prostori Centra znanosti lahko zaradi svoje specifike presegajo minimalne zahteve iz navedenega Pravilnika.

To comply with conditions set in point 4.17. of Competition Rules, the competitor must have at least one author (acting as project leader) and one business entity. Competitor may also consist of several authors and business entities. If you are an authorised architect in Egipt, you cant participate on the basis of European Parliament and Council Directive 2005/36/EC on the recognition of professional qualifications and we are not informed of an appropriate international agreement that would qualify Egipt as a contracting state for the recognition of professional qualifications. V sklopu 2- natečajni pogoji je zavedeno pod 2.9. Bistvene zahteve naročnika v zvezi z naknadno oddajo naročila storitve projektiranja opredeljen parameter zavarovanja projektantske odgovornosti v višini ponudbene vrednosti z DDV. Glede na to, da minimalno vsoto določa zakon (50000eur), je nesorazmerna in nerealna zahteva po višini zavarovanja za polno pogodbeno vrednost, ki se glede na zahtevnost objekta realno ocenjuje v približku vsaj cca. 1 mio eur. Po poizvedovanju zavarovalnic, slednje izjavljajo da tako visoko zavarovanje projektantske odgovornosti ni običajna praksa in bi predstavljala izjemo (če je sploh izvedljiva) , komplikacijo in velik (nepotrebni) finančni vložek za projektanta, ki ima polega tega še dodatno finančno zavarovanje za dobro izvedbo pogodbenih del. Iz dosedanje prakse na obsežnejših realizacijah smo seznanjeni, da so projekti višjega ranga investicij zavarovane med 200.000 in 300.000 eur. Vezano na gornja dejstva naprošamo za objektiven razmislek o realni oceni zavarovanja projektantske odgovornosti.
Prav tako pa je tudi nerazumljiva zahteva, da znesek zavarovanja projektantske odgovornosti vključuje DDV, ki se ga v vsakem primeru plača državi. Projektantska odgovornost tudi ni promet blaga ali storitve, od česar se po ZDDV plača DDV. Zahteva nima realne pravne osnove, ki bi predpisal znesek projektantske odgovornosti vključujoč DDV, za projektante pa predstavlja dodatno finančno breme, ki je nesmiseln. Naprošamo, da se opredeli vsota zavarovanja brez DDV.

Dear Sir/Madam,
In the context of the 2-Competition rules under 2.9. Essential requirements of the client in connection with the subsequent award of a project documentation contract are defined parameters of the designers liability insurance in sum up to the amount of the total offer value (project documentation) with VAT. Considering that the minimum amount is determined by the law (50,000 EUR), it is disproportionate and unrealistic requirement for the amount of insurance for the full contract value, which, according to the complexity of the building is realistically estimated at approximate 1 mio eur. After inquiring from insurance companies, the latter declare that such high designers liability insurance is not a normal practice and would constitute an exception (if at all practically feasible), a complication and a large (unnecessary) financial investment for the designer who is also obliged to additional financial collateral for good performance of contractual works . From the practice on already realized extensive projects we are familiar that projects of higher rank of investments are insured for an amount between 200,000 and 300,000 EUR. Based on the above facts we are asking for an objective reflection on the realistic assessment of designers liability insurance.
It is also an incomprehensible requirement that the amount of designers liability insurance includes VAT, which is in any case paid to the state. Designers liability is also not the exchange of goods or services of which VAT is paid according to Value Added Tax Act (ZDDV). The requirement does not have a real legal basis which would prescribe the amount of designers liability insurance including VAT, and for designers it represents an additional financial burden, which is pointless. We ask you to define the sum for insurance without VAT.

Ocenjena vrednost izgradnje novega Centra znanosti predvideva investicijo v višini 19.764.000 EUR z DDV. Cilj natečaja je pridobitev najboljše strokovne rešitve in v nadaljevanju procesa oddaje naročila usposobljenega izdelovalca projektne dokumentacije. Z zakonom določena minimalna višina zavarovanja projektne odgovornosti je glede na investicijo in običajne cene tovrstnih projektnih dokumentacij nesorazmerna, zato je zahtevano dozavarovanje projektantske odgovornosti vezano na višino ponudbene cene, ki jo poda natečajnik in v kateri morajo biti všteti vsi stroški, vključno s stroškom dozavarovanja projektantske odgovornosti. Iz tega razloga naročnik svoje zahteve tudi podaja v naprej. Minimalne višine vseh razstavnih prostorov v natečajni nalogi niso določene, predvsem z namenom omogočiti svobodo arhitekturnega zasnove v tlorisu in prerezu tako zahtevne in svojstvene stavbe, kakršen bo Center znanosti. 2. Površina strojnice je pravilna. Platformi za Paviljon "Tehnologije prihodnosti", merita vsaka cca. 100 m2 oz. obe skupaj največ do 250 m2. Platformi sta kvadratne oz. pravokotne tlorisne zasnove (v razmerju 1:1, največ 1:1,5), pri čemer je potrebno paziti na zadosten razmik med njima, in sicer, da se prepreči medsebojni vpliv (razmik med platformama vsaj 6 m).

V odgovoru na vprašanje o paviljonu "Tehnologije prihodnosti" z dne 26. 10. 2018 je prišlo pri navajanju površine platform do pomote. Pravilen odgovor se glasi:

- the changeable component part that will be placed on the platform later, in accordance with the interests of companies for demonstration building technologies and technologies in the building.

The Technology of the future pavilion foresees 4 changeable parts on two platforms. The subject of the competition comprises both platforms, which are the foundation slabs for changeable parts of the pavilion and the installation connections (installation backbone), but the changeable parts are planned and will be built later in accordance with the interests of the companies in a demonstration. The changeable parts of the pavilion Technologies of the future above the foundation slab are not the subject of the competition.

The subject of the competition in the part of the Technologies of the future pavilion, therefore, comprises of the preparation of two platforms - foundation slabs and installation connections. Platforms are square or rectangular floor plan design (in a ratio of 1:1, max. 1:1.5). On the platforms the later construction of changeable parts (not part of the competition) is planned in accordance with the planned demonstrations. 4.) Ali je dostop do predvidene zelene strehe omejen samo na delovni čas Centra znanosti, ali je lahko vedno javno dostopen?

2.) Given the fact that on the basis of the scheme in the competition task the planetarium space is not connected to the entrance hall or the central space, can it be assumed that planetarium operates completely independently of the rest of the program, or is it necessary to connect it to a specific space?
3.) According to OPPN, the maximum BF is 50%. Are in the calculation of the BF taken into account only the plots intended for the Science centre programme (without phase 2) or the entire competition area is taken into account?
4.) Is access to the predicted green roof limited to the Science centre's work hours only, or can it be always publicly accessible?

1.) Kvadraturo je možno smiselno prilagoditi potrebam prostorov in zagotoviti sanitarne prostore glede na predvideno število obiskovalcev.
2.) Planetarij deluje v okviru programa Centra znanosti in v času obratovanja Centra znanosti, kar pomeni, da bo dostopen preko notranjih komunikacij. Diagram funkcionalnih sklopov in povezav predvideva Planetarij v neposredni bližini konferenčne dvorane do katere se dostopa iz Galerije, Demo središča ali Osrednjega prostora.
3.) Za določitev FZ naj se upoštevajo vse parcele v natečajnem območju, to je parcele, namenjene gradnji Centra znanosti, tako faza 1 kot tudi faza 2, razen:
- parcel v območju faze 2, ki jih natečajna rešitev določi kot javne parkovne površine,
- parcele 225/52, ki je predvidena samo za ureditev javnih površin in obvodnega pasu,

Optimalno bi bilo predvideti pokrito/suho mesto raztovarjanja eksponatov.
2. Predviden naj bo dostop primeren za standardne velikosti transportnih vozil, smiselno na programsko usmeritev stavbe.

For the functional and unimpeded delivery of technical material and exhibits to storage facilities, in the design the optimal and easy transport route should be provided at the beginning, which shall be functionally positioned at any level in accordance with the proposal of the competition design. 16.11 smo poslali vprašanje glede računanja faktorja zazidljivosti, saj iz natečajne naloge ni povsem jasno ali pri izračunu upoštevamo celotno natečajno območje ali le območja, ki so navedena na str 65. : 225/52, 225/25, 221/8, 221/1, 221/9, 1692/49, 1692/4, 223/1, 224/4, 214/1, 222/2, 222/1, 221/4, 221/2, 221/3, 223/2, 223/3, 223/7, 223/8, 223/5, 1692/17, 1692/24, 1692/3, 1692/46? Do danes nismo prejeli odgovora, zato ponovno postavljamo vprašanje.
