Our MTM team is currently critically overloaded working on few other tenders and projects simultaneously. 1. Tender submission deadline extension

Dear Sir, with the mentioned below reasons we request tender submission deadline extension:

2. Technical and Software Questions:

Please clarify what kind of integration is required for laser docking system mentioned on Introduction sheet in article II. Buyers currently owned/used equipment?
2_0096 (6) Visibility (min. 1 pcs) Please clarify if the specified visibility sensor should be an integrated part of the Weather Station? The question arose because there are technical requirements for a standalone visibility sensor specified in the article 2.6.5 Visibility Sensor. Please confirm that besides standalone visibility sensor you need to have a visibility sensor integrated into weather station.
2_0096 (8) Tidal sensor (min. 1 pcs) Please clarify if there any technical requirements for the tidal sensor?
2_0095 There is wave direction and period measurements requirements for weather station, but no technical requirements are specified in the article 2_0096. Please confirm whether you require to have wave direction and wave period sensor. If yes, please provide technical requirements.
2_0119 The system shall automatically switch to channel received by DSC Please provide clarifications on that requirement as this function is common for a vessel on-board station and not for a coastal station.
2_0126 It shall have the possibility of AGC (Automatic Gain Control) which must be switchable (ON/OFF) Please clarify this requirement. A VHF base station is designed with ON mode of AGC, it cannot be switchable.
2_0144 GNSS receiver and antenna: shall receive GPS, GLONASS and GALILEO signals. Operating temperature shall be -40 to 80 celsius. Water resistance shall be min. IP67 - Please confirm that this is not a misprint and required operational temperature range shall be -40 to 80 Celsius, as it is unclear why so wide temperature range is required. Also please confirm that water resistance and temperature requirements refers to the outdoor antenna.
3_0077 After being read, the system shall acknowledge messages that requested read confirmation. Safety related messages have to be confirmed by operator. Please clarify this requirement as Read status is not included into AIS International Standard.
4_0001 The system shall contain four monitors set in a single line and one set on an arm stand. Please confirm that a touchscreen monitor dedicated for radio subsystem is not included in the five monitors mentioned in this article and should be installed as a sixth monitor.
4_0002 The HMI should use a roll down bar that combines a menu bar and a status bar. This roll down bar should automatically hide when the pointing device is not in the topmost part of the screen and there are no active warnings shown in the status bar. - Please note that this requirement put a very specific requirement for HMI implementation. Will it be possible to reconsider that requirement and make it not so specific?
4_0065 The system shall enable the operator to reverse a track symbol with respect to its heading. Please clarify what does reverse mean in that context?
4_0154 A vessel identified through an external interface such as AIS, VDES or IVEF shall be automatically associated based on the following information: MMSI, IMO number, Vessel name, Callsign, Sailing plan. - Please note that VDES is not an international standard yet and it is recommended not be used. Will it be possible to reconsider that requirement?
4_0173 The VTMIS shall support the following configuration information: Geographical features and their coordinates, facilities, tidal information, restrictions. - Please clarify that requirement. It is unclear now.
Please clarify if the existing Network Subsystem can be used for new system implementation or some of the network equipment should be replaced, as it is not clear from the requirements.
4_0198 Upon user request, the route editor shall automatically create a shortest path route based on a start point, an end point and possibly mandatory intermediate waypoints that the user indicates, taking restrictions of the topology into account. Please clarify why automatically creating is required. From our experience route should be based on existing fairways in the port.
4_0199 The route editor shall enable the user to remove a mandatory waypoint, upon which the route shall be adapted to the shortest possible path, taking restrictions into account. - Please clarify why editing function is required. From our experience route should be based on existing fairways in the port.
4_0208 The system shall support the ISRS (International Ship Reporting Standard) Location Code for vessels. - Please clarify that requirement. It is unclear now.
4_0212 The system shall export and import different data related to information systems. - Please clarify that requirement. It is unclear now.
5_0001 12) data from external interfaces - Please specify all interfaces
5_0029 The system shall enable the user to replay the recent traffic situation by selecting the quick replay function for an open traffic window. Does it mean that each user station should include a local storage?
5_0054 The system shall enable the user to create situation analysis reports.- Please clarify the difference between report and replay function
Please clarify if the existing equipment racks can be used for new equipment or all the racks (or part of them) should be replaced with, as it is not clear from the requirements
8_0099 The UPS shall provide power and supply it when network power is not available, for at least 15 minutes for all connected equipment on sites SMA, SBI Izola, Port of Koper - Silos and Mount Slavnik. Adequate capacity and units must be provided. At the same time in the article 8_0007 mentioning the following: The supplier shall provide UPS for all equipment except in SMA head office in Koper. And finally the requirement 11_0040 UPS (Universal Power Supply) specifies the quantity as 2 units. Please clarify this discrepancy.
Sheet 10 Sensors. Please confirm that E/C equipment on every sites should be mounted by the suppliers only if a corresponding comment is added in the brackets? Should the phrases new to be mounted by supplier and to be mounted by supplier be treated as new, to be supplied and mounted by supplier?
11_0005 Radio Direction Finder antennas and 11_0006 Radio Direction Finder receiver Please clarify the difference in functionality between Direction Finder antenna and Radio Direction Finder receiver? Does Radio Direction Finder receiver means a data collector?

VPRAŠANJE:

With regards to the maximum size of Radio Link antennas it is stated in 2_0133 of the technical description that the antenna diameter shall not be larger than 30cm:

Antenna diameter shall be max. 30 cm. The antennas must be of high quality with a hard protective cover. Antenna / radio link must be provided with high quality and massive stainless mounts.

During market evaluation, it has been found that the max. 30 cm are not deemed to be the ideal antenna size to fulfil the other performance parameters in the most performant way. In order to provide SMA with a highly reliable and performant solution, we hereby ask to change the maximum antenna diameter to 60 cm. Please advise accordingly.

1. In document 2Technical documentation Center for TC and MiESaS, in paragraph 2_0088, the following is described:

Azimuth Velocity: Minimum 0.02 ° / sec, maximum 75 ° / sec
Vertical speed (Elevation Velocity): Minimum 0.02 ° / sec, maximum 75 ° / sec
Repeatability: 0.002 °

Please advise if requirements can be lowered to:

Azimuth Velocity: Minimum 0.02 ° / sec, maximum 60 ° / sec
Vertical speed (Elevation Velocity): Minimum 0.02 ° / sec, maximum 60 ° / sec
Repeatability: 0.05 °

In our opinion, lowering the requirements to above suggested figures will not impede the operational capabilities. It is strongly believed that even with the lower figures, a very performant and highly reliable solution can be offered.

2. In document 2Technical documentation Center for TC and MiESaS, in paragraph 2_0089, the following is described:
Inverted mounting shall be supported (software selectable);

We dont see an operational advantage for SMA if an EO/IR system does fulfil this requirement or not. Could you please elaborate further for what operational reason this requirement is included in the tender document? Since we believe that possible EO/IR solutions without that functionality can meet and even exceed the other operational requirements, we kindly ask you to inform us if this requirement can be disregarded or not.

3. In document 2Technical documentation Center for TC and MiESaS, in paragraph 2_0091, the following is described:
Gyro-stabilized lens;

According to our information, this functionality is not very common at all amongst such required camera systems. Especially the combination of extender + gyro-stabilization. On the other hand, the operational performance of camera systems in general does not depend on this requirement. If this requirement would be disregarded, many different manufacturers can be considered. This, in turn, would allow us to provide SMA with a more comprehensive, competitive and cost-effective solution. Could you therefore please advice if this requirement can be disregarded or not?

4. In document 2Technical documentation Center for TC and MiESaS, in paragraph 2_0006, the following is described:

Each redundant channel of the radar system shall be able to operate at full performance.

Can you please confirm that this statement means that the new radar system needs to be equipped with two redundant transceivers? Or is the provision of a radar with single transceiver possible?

5. In document 2Technical documentation Center for TC and MiESaS, in paragraph 2_0082, the following is described:
VDES and STM;

Since VDES is not standardized yet, it is not integral part of AIS base stations. Could you please provide further information on what precisely is required from AIS base stations by this requirement?

6. In document 2Technical documentation Center for TC and MiESaS, in paragraph 2_0080, the following is described:

Channel management via DSC;

According to our understanding, this is a requirement that relates to mobile AIS stations only. Fixed, land-based AIS base stations are usually not equipped with such a functionality. Could you therefore please elaborate further what is meant by this requirement with regards to land-based AIS base stations?

7. In document 2Technical documentation, chapter 2.6.6 GMDSS VHF & DSC Coast Radio Station, in paragraph 2_0110, the antenna characteristics are described.
Is it allowed to provide a combined antenna solution for VHF instead of a one-to-one antenna-transceiver configuration?

As a potential bidder and local partner of European MTM provider, we have thoroughly reviewed your initial technical requirements with its rev.1 version and would like to propose below adjustments and/or specs optimizations in order to be able to propose the most optimal, field proven (not prototype) solution that is competitive and within the available budged.

Technical and Software Questions for the Contracting Authority are as follows:
1.
2.2.4 Oil Spill Detection (OSD) module please adjust your requirements so that stand-alone system will also be acceptable as 100% compliant to the specs. Clarification, of why we suggest this optimization:

Oil Spill detection works best with a vertical polarized antenna and with a higher sea state. For vessel detection and coastal application mostly Horizontal or Circular Polarization are used, hence the combination is not optimal. In general Oil spill detection systems are placed on vessels, not shore. This is due to the limited detection range (a few kilometers and at low sea states). So, in this particular case we suggest a standalone system, near coast not integrated.
Integration of 3rd party SW into our VTS SW comes at very high (unnecessary) costs: interfacing, integration and testing. Also, with any future development of 3rd party our SW modifications need to be implemented.

5.9 SAR Module - please adjust your requirements so that stand-alone SAR system that is not integrated into VTS will also be acceptable as 100% compliant to the specs. Clarification, of why we suggest this optimization:

Is this system going to be used for SAR-activities? Normally a SAR module is used to establish search patterns which then are being sent to the SAR Vessel and is not integrated into VTS. No readily available interface from our VTS SW to 3rd party solutions is available. Integration of 3rd party SW into our VTS SW comes at high (unnecessary) costs: interfacing, integration and testing. Also, with any future development of 3rd party our SW modifications need to be implemented.

3.
5.11 Simulator. Amount of working positions is very high, also Simulator requirements are over specified as it is now. What is the goal of this simulator (for operator familiarization training - also replays might be used please confirm if this is acceptable)?
We have the impression 2 different simulators are requested:
1) Simulator for familiarization;
2) Simulator for use of operational V-103 certification training.
Please confirm this assumption as correct, if not please clarify.

The requirements for the simulator should be made depending on the goal of the use of the simulator by the customer. A few replay positions might be enough in case only operators need to be familiarized with the new system. We suggest that simulator is no for certification, just for training. Also, the simulator should be limited to a few training positions, dedicated, not mixed with operational positions. Generally, it is not advised to combine operational and training positions because it can confuse the operator.

We kindly ask the Contracting Authority to confirm that a simulator for familiarization with replay positions only (not for V-103 certification) is acceptable and will be accepted as compliant solution. A simulator setup is generally not combined with operational VTS positions, but in a separate training/simulator room

4.
RDF
Can SMA accept an RDF system that fits within the given budget, e.g. RDF RHOTHETA RT-800 - https://www.rhotheta.com/products/rt_800?

Current requested RDF had a very strict bandwidth (= expensive) and has a lot of used bands (Sea, air) that needs to be detected (= expensive). Is this an operational need?
- 2_0075 Please remove the MIL band requirement.
- 2_0077 Please accept Bearing accuracy of ±2° RMS;

In addition, we kindly ask the Contracting Authority to accept the following specifications as fully compliant which would allow us to offer a tested system that are within SMA budged:

2.6.1 Radio Direction Finder
The radio direction finder shall support the following marine channels:
- 0 - 28;
- 60 88.
The radio direction finder shall support the following receiving frequencies:
- Civil VHF air band from 118.000 MHz to 123.975 MHz;
- Marine VHF from 154.000 MHz to 162.995 MHz;
- Military air band from 240.000 MHz to 245.975 MHz.
The radio direction finder system shall be compliant with the following scanning modes:
- Scan of up to 8 selectable frequencies in less than 2 seconds;
- Scan of entire marine ship band in approximately 3 seconds.
The RDF DF antenna shall be compliant with the following:
- Compact, rugged and light-weight for use in maritime weather conditions;
- External lightning protection;
- Vertical polarization
- Polarization error of < 5° at 60° field vector rotation
- Maintenance free with no moving parts
The radio direction finder system shall be compliant with following specifications:
- Doppler-principle method of bearing, using 3kHz rotational frequency, right/left rotation;
- Bearing accuracy of ±2° RMS;
- Internal resolution of 1°;
- Sensitivity for VHF, UHF at < 100nV;
- Response time 50 ms.

2.6.2 AIS Base Station
Min. two AIS base stations system shall be provided and compliant with the requirements of
IALA 1111 (like the SAAB AIS base stations R60 with DGPS module)
The AIS base station system shall be compliant with the following features:
- Supports fully redundant configurations by advanced embedded Hot Standby functionality;
- Full remote configuration and monitoring;
- Advanced web-based configuration and monitoring tool software;
- Transmission of AIS messages;
- Integrated > channel GNSS receiver, supporting GPS, BeiDou, Galileo and GLONASS;
- Sending of GPS corrections and weather information;
- Advanced evaluation of the AIS Data Link status such as SNR, RSSI, link load etc.;
- Channel management via DSC;
- Reception of all applicable AIS messages including Class B reports;
- Embedded Base Station Controller, enhancing functionality and flexibility.
- Built in NTP-server support.
- Built in touch display for local configuration and monitoring.
- Rack mount max 2U height.

The AIS base station system shall be compliant with the following standards:
- Type approved according to IEC 62320-1, IEC 61162-1, IEC 61162-2, IEC 61993-2 and
ITU M-1371-4 for AIS Base Stations;
- Version compliant to IALA Recommendation A-124;

The AIS base station system shall support the following:
- Several external interfaces available for monitoring and control of the AIS Base Station,
such as RS232, RS422 and Ethernet (at least 3);
- VDES channels ASM1 and ASM2;
- Autonomous channel management capability for different geographical areas;
- Repeater functionality including repeat filtering;
- Receive only mode;
- Built in support for automatic transmission of AtoN reports;
- Special periodic repeat functionality of received AtoN reports.

5.
Weather station
Weather station requirements, especially interfaces to 3rd parties are not clearly specified and make meteo system expensive. Can SMA please specify precisely the required interfaces. What are the operational requirements for the different specified sensors?

We kindly ask SMA to accept standalone weather sensors that are used for display only on VTS system.
We kindly ask SMA to remove requirement for buoys, wave and tidal sensors.

In addition, we kindly ask the Contracting Authority to accept the following specifications as fully compliant:

2.6.4 Weather Station
The meteorological data system shall provide the following data: Wind Speed & Direction,
Air Temperature & Relative Humidity, Precipitation and Barometric Pressure;
The meteorological data system shall support the following:
- meteorological data configuration software;
- meteorological data logging/visualisation software;
The meteorological data system shall have a temperature observation range between -50 and +60 °C,
with an output resolution of 0.1 °C;
The meteorological data system shall be maintenance-free and not contain any moving parts.

6.
CCTV Cameras
CCTV cameras are specified according to military standards and significantly drive the costs. Is it acceptable for SMA to accept commercially available CCTV cameras? We kindly ask SMA to confirm and accept e.g. following commercially available cameras as fully compliant and acceptable:
- Long range camera CoHu 8800HD, with 1920x1080 resolution, 16.7-2000mm (120X) gyro-stabilized lens.
- Mid-end, medium range dual camera: CohuHD 4290 Daylight camera with 1080p resolution and 30X (4.4-132 mm) lens,
- Thermal camera with 640x480 resolution and 6X (25-150 mm) lens PoE++, PTZ?

In addition, we kindly ask the Contracting Authority to accept the following specifications as fully compliant:

Min. four CCTV cameras shall be provided. At least one Long-range daytime and one Medium-range daytime CCTV camera and two medium range CCTV cameras with combined daytime and thermal capabilities
The CCTV cameras shall be connected to the radar and AIS systems (autofocus/autotracking).
The CCTV cameras shall be suitable for coastal weather conditions.
The CCTV cameras shall have a combined day/night color video imagery capability and be pan/tilt controllable.
The Medium-range daytime CCTV camera shall be compliant with the following minimum requirements:
- Sensor: CMOS;
- Resolution 1920x1080;
- 4.4mm to 132 mm zoom lens;
- Optical zoom: 30X;
- Pan range: 360° continuous rotation;
- Tilt range: 360°;
- Power supply: PoE++;
- Protection rating (camera): IP68;
- Inverted mounting shall be supported (software selectable);
- Electronic image stabilization;
- Temperature range: from -40°C to 75°C;
- Corrosion resistance: MIL-STD-810G, method 509.5-§4.5.2, and ANSI NCSL Z540-1.

The dual Medium-range daytime and thermal CCTV camera shall be compliant with the following minimum requirements:
Daylight camera
- Sensor: CMOS;
- Resolution 1920x1080;
- 4.4mm to 132 mm zoom lens;
- Optical zoom: 30X;
- Pan range: 360° continuous rotation;
- Tilt range: 360°;
- Power supply: PoE++;
- Protection rating (camera): IP68;
- Inverted mounting shall be supported;
- Electronic image stabilization;
- NEMA TS2 Temperature range: from -40°C to 75°C;

Thermal (night vision) camera
- Sensor: CMOS;
- Resolution 640x480;
- 25mm to 150 mm zoom lens;
- Optical zoom: 6X;
- Pan range: 360° continuous rotation;
- Tilt range: 360°;
- Power supply: PoE++;
- Protection rating (camera): IP68;
- Inverted mounting shall be supported;
- Electronic image stabilization;
- NEMA TS2 Temperature range: from -40°C to 75°C;

The Long-range daytime CCTV cameras shall be compliant with the following minimum requirements:
- Sensor: CMOS;
- Resolution 1920x1080;
- 16.7mm to 1000mm zoom lens;
- 2X extender (33.4-2000 mm);
- Optical zoom: 60X (120X with extender inserted);
- Pan range: 360° continuous rotation;
- Tilt range: -20° to +30°;
- Protection rating (camera): IP67;
- Gyro-stabilized lens;
- Temperature range: from -32°C to 60°C;
- Salt Fog resistance: MIL-STD-810F, method 509.4, Procedure I;C281

VHF system
What are the operational requirements for the VHF system (please specify number of used channels, number of operators, number of simultaneous calls to be made, etc.)?

DGNSS correction
What is the operational use of the DGNSS correction system? Normally only used for dredging purposes. In VTS it is not used (no added value) therefore we kindly ask the Contracting Authority to remove DGNSS requirement and stay only with GNSS requirement.

10.
Please confirm that standard ENC's are sufficient for this VTS-system.

11.
External interfaces
4.17 Very open requirement. Many interfaces can be defined under this chapter. Standard interfaces are supported (IVEF, NMEA), others need to be developed. No smart definition of interfaces is a serious implementation and integration risk at high cost.
Please reconsider this chapter and confirm that only known standard interfaces are requested (IVEF, NMEA).

12.
VTS system monitoring specifies rather high demands. We cannot meet all requirements. We consider us able to provide a suitable standard system used in many countries that is within budget. We would like to refer to the requirement of 10.000 targets. These number do not occur in this area, its commons for very high-density areas (North Sea, Hongkong, Singapore area) therefore we kindly ask SMA as the Contracting Authority to drop the requirement to 2000 targets as seems more realistic number.
Please confirm a standard monitoring and control system is sufficient and compliant for this tender.

13.
For radar requirements please state the target type and detection range required (e.g. IALA reference) to determine the required radar performance.

14.
In order to be able to offer a field proven system that are in standard portfolio (in use in very many countries) and to be within SMA budged we kindly ask the Contracting Authority to accept the following specifications as fully compliant:

2.2.2 Radar sensor
The radar system shall be compliant with the requirements of IALA [3], Standard Capability.
The radar outdoor equipment shall be capable of operating under maximum wind speeds of 45 m/s.
The radar system shall operate in the X-band, between 9.0 GHz and 9.5 GHz.
The radar system shall have a facility to have at least 16 configurable reduced power sectors.

2.2.2.1 Coverage
The minimum range shall be at most 50 m between radar antenna and target.

2.2.2.2 Target detection
For each scan of the radar antenna, all targets of interest, shall be detected and displayed in accordance with
this specification (Title 4.).

2.2.2.3 Radar resolution
The radar shall be able to resolve targets in accordance with IALA Guideline 1111.

2.2.2.4 Radar transceiver
The radar shall take measures to prevent interference from transmissions by other radars in the same frequency band.

2.2.2.4.1 Pulse compression radar (solid state)
To maintain nearby echo signals within the dynamic range of the receiver, the RADAR Subsystem shall be equipped
with a digitally programmable Sensitivity Time Control (STC) capability which will vary the receiver's sensitivity
with time.
The STC shall prevent saturation, attendant pulse stretching, and loss of targets.
The STC initial value and decrease rate shall be adjustable to accommodate different tower heights
and clutter environments.
The receiver bandwidth shall be adequate to meet the radar subsystem performance requirements.
The radar video output interface shall be Ethernet
Radar data out protocol shall be Asterix
The receiver dynamic range shall be at least 100 dB including STC and pulse compression for radars that
require a detection range of 2 nm or more.
The receiver noise figure shall not exceed:
Nominal (LNFE): 2.5 dB nominal

2.2.2.5 Radar antenna
The radar antenna shall be matched to the characteristics of the radar transceiver and be at least 18 feet.
The antenna shall provide the specified performance over the entire range of specified environmental
conditions specified herein.
All components associated with the antenna shall be sealed to prevent the entrance of moisture.
Drain holes and means of eliminating moisture shall be incorporated as appropriate.
Horizontal antenna beam width shall not exceed 0.42 °.
Antenna gain shall be at least 35 dBi
Protection shall be provided for components that are subject to physical damage or to damage from RF
energy or lightning.
Safety circuits shall be incorporated to automatically shut down the radar antenna unit under abnormal
operating conditions such as may cause serious damage, e.g. bearing failure, low oil level, and overloading
of the drive motor.

2.2.2.6 Radar antenna turning unit
The radar antenna turning unit shall have the following characteristics:
Encoders: at least 8192 pulses
Waveguide drying or pressuring should be applied.
The antenna shall be able to handle the maximum RF power levels emitted by the radar
The antenna shall use a single channel rotary joint

2.2.2.7 Radar environmental conditions
Radar equipment that is to be installed outdoors shall be designed to operate from
-25°C to +55°C, and relative humidity up to 95% non-condensing.

2.2.2.8 Radar service monitoring
The radar shall monitor essential radar operation parameters. This includes:
a) Antenna turning status
b) Transmitter power
c) Receiver noise figure
d) Transmitter/receiver failure

2.2.2.9 Radar locations
Where possible, radars should look perpendicular to waterways. Radar siting will be performed
such that full operational coverage is maintained.
Note: Planed location of radar(s) system is SBI Izola, or a location designated by the buyer.

2.2.2.10 Radar pedestals and towers
Provisions shall be made for fully supporting the rotating portions of the antenna to allow disassembly
of components from the pedestal.
The antenna assembly and its components shall be designed and constructed for in-place maintenance and repair.

2.2.3 Radar video extraction
The system shall enable the maintenance engineer to configure clutter suppression behavior of the video extractions
The radar video extraction shall automatically adapt clutter suppression parameters to changes in the
environment such as passing rain showers. The Tenderer shall describe how this is achieved.
The system shall enable the maintenance engineer to define areas where radar video is disabled

10. Sensor sites. Please check the last tab sheet which sums the amount of new sensors. The numbers are not equal to what is stated in the text - at least according to our count it states 2 RDF where on tab surveillance only 1 is mentioned.

Please confirm the required quantity of RDFs and check the required quantities for the res of the sensors.

As the specs have been revised and many changes have been requested by potential bidders we kindly ask the Contracting Authority to prolong the submission deadline once more to for example June 7th as we're still waiting for feedback on our latest questions and would like to have enough time to prepare a complete proposal.

Chapter 8.3.5 Computer equipment describes a very large amount of server and computer hardware for the entire VTMIS. It is strongly believed that such large amount of dedicated hardware is not necessary in order to provide a modern VTMIS solution which still fulfills all the operational and performance requirements stated by SMA. Furthermore, the deployment of less hardware will lead to a significantly more cost-effective yet still highly performant and reliable solution. In addition, service efforts required for the maintenance of the entire system can also be reduced significantly.

Please clarify if it possible to offer an alternative computer hardware and server hardware architecture provided the fact that all operational and performance requirements are still met for the overall VTMIS.

Zahteva se nanaša na ponudnika kot izhaja iz točke 10.2, podtočka 2 Navodil ponudnikom in ne na banke, ki izdajajo zavarovanja za ponudnike.

Bonitetna ocena na podlagi analize preteklih podatkov izkazuje verjetnost nastanka bodočih insolventnih dogodkov. Predmet izvedbe javnega naročila je dobava visokotehnološke opreme, ki jo mora do prevzema financirati izbrani ponudnik. V okviru navedenega je potrebno dodatno poudariti pomen finančne stabilnosti ponudnika z vidika kvalitetne in pravočasne izvedbe, ob predpostavki vključenosti drugih dobaviteljev, ki imajo potencialno drugačno plačilno dinamiko od tiste, ki jo ima naročnik do glavnega izvajalca, s čimer se vzpostavlja tveganje, da izvajalec del, v kolikor ni finančno stabilen glede plačevanja, ne bo mogel izvesti naročila, kar pa se preverja z bonitetno oceno. In the Requirements docuement, under Sensors Sites Pos. 10_0005, 10_0012 and 10_0014, the customer wants to use old VHF Mototrbo DM4400 in the new System. However, these VHF Radios do not fulfil the requirements of the ETSI EN301929 for VHF Transmitter and Receiver for Coast Stations. Due to the International regulations this is not allowed; please confirm that SMA will install the Mototrbo DM4400?

We believe that this requirement should not apply to commercial proprietary software as it nullifies the purpose of COTS software development. We kindly suggest for you to reconsider the wording of Section IV clause 8 and make the source code requirement only applicable to the software which is developed specifically for the Customer.

According to Clause 2_0144 and clarifications provided on 10.04.2019 and 06.052019 Operating temperature of receiver and antenna shall be -30 to 70 Celsius.

DGNSS correction transmission equipment that we plan to deliver will contain the Reference station equipment that will be rack mounted inside the equipment room under normal Indoor environment conditions. Also there will be outdoor antennas installed outside. According to Marine standard IEC-60945 that demands very special environmental requirements for the equipment installed on the vessels
- Indoor equipment (Protected category ECDIS, VDRS, Radar processors, etc) should be capable to operates within 15 °C to +55 °C for Operating temperatures range and
- Outdoor equipment (Exposed category Radars, Antennas, etc installed outside) 25 to +55 for Operating and within -25 to +70 storage for temps.

We request to review the temperatures requirements for Indoor equipment forming the DGNSS correction transmission equipment (Reference station) and confirm that Operating temperature for this part within 15 °C to +55 °C is acceptable. and Outdoor antennas shall be -30 to 70 Celsius.

Dear Sirs,

in consideration of what is specified in the instructions to tenderers (doc 1Razpisna dokumentacija_VTS) and the Matrix (2Technical documentation Center for TC and MiESaS) for what concerns the verification of the compliance of the bidder, it is stated that this verification will take place in 3 separate steps, RTO, VRC, TOS.
In particular, for what concerns the Verification at a Reference Control Center(VRC), it is stated that the contracting Authority will perform a visit at one or more already installed and operative control centers in order to evaluate the full compliance of the software proposed. It is therefore implied that the bidder participating to the tender must necessarily have all the Software functionalities(VRC) already implemented in its delivered systems, which in most of the cases do not have the latest software installed and / or not all the modules installed.
It is worth mentioning that many of the requirements specified in the Matrix (2Technical documentation Center for TC and MiESaS) with the label VRC, requirements to be checked at a reference control center, are arbitrary implementation choices, often aesthetic, which differ from supplier to supplier. Therefore, it is perfectly normal for any manufacture to adjust part of its software in order to be fully compliant with a specific customer.
A fair assessment of the situation leads us to think that the Contracting Authority has already based many requirements on particular system (especially the part related to VTMIS core software). Other providers are already at a big disadvantage as development effort (time and cost) will be needed to provide the required functionality in time for acceptance phase of the project which is only 6 months from contract signature. While it is not an issue to make adjustments to the software to reflect these particular requirements it is unfair that that these have to be implemented and installed in an operative control centre in time for the visit.

For this reason, we kindly request to postpone all the Verification at the Reference Control Center (VRC) to the time of takeover of the System (TOS), in order to avoid the exclusion of all but one Company from participating to the tender.

Following the Tender Specification requirements to deliver Solid State based Radar (Clause 2.2.2.4.1.) we want to inform that standard manufacturer delivery time on Ex-works conditions for this Radar type takes 6 months IRRESPECTIVE to the Radar manufacturer.

Further time required for delivery, Radar Up-mast and Down-mast units installations, installation of Dome for the Radar Aerial, cables pulling, terminations, connectorizations, commissioning, Integration tests and will take 2-3 months more.

Considering scope of above mentioned installation activities that shall be provided after Radar consignee delivery to the Site we request for time extension required for <establishment of the Center of the Republic of Slovenia on traffic control and management on the sea> to 8-9 months (contract Clause 7) without maintenance from the date of agreement.

Solid State Radar delivery will be the Critical path in this Project.

Question: Regarding the transmission of DGNSS corrections, we noted that the required frequency range for the UHF antenna to be supplied shall be from 360 to 470 MHz. However, DGNSS and RTK signals are normally transmitted in the frequency range from 403 to 470 MHz; moreover the frequency range below 400 MHz is typically reserved for military use. That said, is the 360 to 470 MHz a strict requirement or is it adequate to offer an antenna with the required performance in the bandwidth of interest (e.g. 400 to 470 MHz)?

Question: The general approach of the Tender is to have an high-availability system based on physical nodes, hypervisors and virtual machines (Hyper-V or VMWare).
Standard failover architecture based on virtual environments (Hyper-V or VMWare) are based on at least two server nodes, a shared storage (e.g. SAN, NAS) and redundant network paths.
Taking in considerations the above introduction, is it acceptable to propose a modern enterprise failover architecture based on two or more nodes with shared storage and redundant network instead of 8 separated servers?
If this proposed solution is acceptable, each physical node's specifications will meet the tender performance requirements as requested in 8_0083, apart from the storage requirements (HDD; SAS 12 x 8 TB, RAID 10, 7200, 3.5", Enterp. ed. Transfer rate 230 MB/s) that will be moved to the shared storage equipment. In this case the minimum number of physical servers and storage equipment will be defined by the contractor in order to grant the requested performances.
As regards the Redundancy Center, the proposed solution foresees the same architecture also in the redundancy sites but with a limited storage capacity (without the need to maintain 7 years of data)

Section 9: SERVICES
Question: While the location of the new 3 weather stations are specified, as well as the location of the new tidal sensor, it is not specified the location of the new Visibility Sensor to be installed. Could you please clarify?

Could you also confirm that the 3 RDF Antennas requested in 11_0005 shall be considered one for each new RDF Receivers of 11_0006 for a total of 3?

Question As regards the minimum number of servers, nothing is mentioned about servers that shall be located in the Redundancy Center. Could you clarify minimum servers equipment for redundancy center?

On sites "10_0002, 10_0011, 10_0012, 10_0013, 10_0014" there is availability of public and static IP addresses.

With reference to the following requirement, we have obtained the credit assessment from Dun & Bradstreet. As they do not share their algorithms with other agencies, they are unable to definitely state their equivalent of Moodys rating BAA1, S & P rating of BBB+, Fitch rating of BBB.

If possible, please provide the rating required from Dun & Bradstreet to be compliant with the Provider Rating requirement.
As part of a multinational group of companies, is it also acceptable to submit, along with the rating for the bidding company, the rating for the parent company within the group.

Provider Rating Or At least one Of the partners in a joint bid issued at AJPES, at the date of issue of the proof must meet at least the rating class SB5 Or better. If the candidate is unable to obtain a rating of AJPES, it proves the day of issue of the BAA1 of Moody's rating rating, the BBB + Agency S & P rating, or the rating of the BBB agency, Fitch, or better. An Economic operator may also submit a credit assessment of another credit rating house, indicating that a credit rating is at least equal to one of the above mentioned credit ratings. The operator shall have sufficient time to do business so that the credit rating house can produce a credit rating that may be drawn up by the above estimates. Proof shall not be issued more than 30 days before the time limit for the submission of tenders.

Naročnik dopolnjuje točko 10.2.2. razpisne dokumentacije (Pogoji za sodelovanje glede ekonomskega in finančnega položaja), tako da šteje kot skladno z zahtevo iz te točke tudi bonitetno oceno, ki jo izda Dun & Bradstreet, ki izkazuje oceno tveganja (Risk indicator) 2 (nizko tveganje) ali nižje.

Pojasnjujemo, da mora bonitetno oceno skladno z zahtevami razpisne dokumentacije podati vsaj eden izmed partnerjev, ki nastopajo v skupni ponudbi. Bonitetna ocena matične družbe ni relevantna, če ta družba ne nastopa kot partner v ponudbi.

The contracting authority supplements the tender requirement point 10.2.2. (Conditions for participating relating to economic and financial status), so that rating issued by Dun & Bradstreet is considered in compliance with the requirement of the point 10.2.2, provided that the Risk Indicator is 2 (low risk) or lower.

Please note that in accordance with the tender docoumentation requirements the rating must be submitted by at least one of the partners in a joint tender. Rating of the parent company is not relevant, unless that company is one of the partners in the joint tender.

Question 1: As far as we understand from the tender requirements, the "small target detection" capability is part of the "Oil Spill Detection" paragraph and therefore the small targets shall be extrapolated and magnified from the video processed by the OSD module itself.
Is it possible to propose an alternative solution in which the ability to detect small targets is instead done by radar extractor/tracker and therefore unrelated to the Oil Spill Detection module?

Question 2: As far as we understand from the tender requirements, the "surface currents" and "wave" detection is part of the "Oil Spill Detection" paragraph and therefore their values and directions shall be extrapolated from the video processed by the OSD module itself and presented to the operator.
Is it possible to propose an alternative solution consisting in the installation of a sensor at the entrance of the Port of Koper and able to provide the data of "surface currents" and "wave", and therefore unrelated to the Oil Spill Detection module?

The term " The system shall do Oil spill, surface currents, wave and small target detection (HW + SW)" is indeed listed in the section "2.2.4 Oil Spill Detection (OSD) Module", but the requirement is meant for the whole system and not on a single subsystem. The contracting authority wishes that the system performs in accordance with the requirements and is not interested in how the requirement is technically implemented.

In consideration of the several queries that have been submitted to the SMA, and considering also that these questions can have an impact and revise the tender documentation, We would like to point out the fact that it is necessary in order to fully understand the changes and reflect them in the technical proposal of a period of time during which the requirements are fixed.
For this reason we feel necessary to give to the potential bidders at least 10 days after the publication of the last revision of the tender documentation or after the communication that the tender documentation remains unchanged. We believe this to be a sufficient time to make the revision of the tender proposal and finalize it.

Tretji odstavek 74. člena ZJN-3 predvideva podaljšanje roka za prejem ponudb, če dodatne informacije niso bile predložene najpozneje šest dni pred iztekom roka za prejem ponudb. Ker je naročnik to omogočil , ne bo podaljšal roka za prejem ponudb.
Article 74(3) of the Public procurement act stipulates that contracting authority shall extend the time limits for the receipt of tenders where significant changes have been made to the procurement documents after six days before the expiry of the time limit fixed for the receipt of tenders. Since the contracting autority acted in compliance with that requirement the time limits for the receipt of tenders shall not be extended.
