Prosili bi za utemeljitev vrednosti pogodbe (40.800,00 EUR) v razmerju do ocenjevanja in samega obsega dela. Glede na točkovanje je za maksimalno število točk potrebnih 8 ali več strokovnjakov. Ali se pričakuje, da bodo vsi strokovnjaki navedeni v ponudbi tudi delali na projektu in bili prisotni ves čas trajanja projekta?
V kolikor da, potem predlagamo povečanje predvidene vrednosti pogodbe ali zmanjšanja števila članov projektne skupine pri točkovanju, saj je za zastavljen obseg dela in kapaciteto projektne ekipe, znesek vrednosti pogodbe po našem mnenju prenizek.

»Spoštovani,
vrednost pogodbe je bila določena glede na glavni cilj tega javnega naročila, ki je pridobiti zunanjega izvajalca, ki bo nudil strokovno pomoč organu upravljanja/skupnemu sekretariatu in čezmejni skupini v postopku programiranja Interreg Program Slovenija-Madžarska 2021-2027. Od izvajalca se pričakuje priprava zgolj 1. in 2. poglavja (od 6 poglavij) Interreg Program Slovenija-Madžarska v obdobju 20212027, da bo analiziral štiri čezmejne regije na programskem območju, da bo preveril možnost vključitve enega funkcionalnega območja, da bo predlagal enega, dva ali največ tri cilje politik bistvenih za programsko območje in v okviru tega izbora oblikoval priporočila za strateško usmeritev programa, ter po potrebi izvedel celovito presojo vplivov na okolje. Glede na navedeno in glede na to, da strošek organizacije sestankov čezmejne skupine za programiranje ter stroški izvedbe posvetovalnih delavnic s širšo javnostjo niso del JN, je vrednost pogodbe v razmerju z obsegom dela ustrezna.
Pri opredelitvi števila strokovnjakov smo izhajali iz procesa programiranja, ki temelji na sodelovanju s programskimi partnerji iz programskega območja v Sloveniji in na Madžarskem (poznavanje socio-ekonomske situacije, značilnosti čezmejnega sodelovanja in potencialnih ovir za čezmejno sodelovanje ter razvojnih potencialov na programskem območju, prisotnost vsaj enega člana iz Slovenije in enega iz Madžarske, poznavanje angleškega, slovenskega in madžarskega jezika) ter iz zahteve po vodji projekta in ključnih strokovnjakih, ki lahko zagotovijo poznavanje vsebin, ki so obravnavane v okviru petih ciljev politik, specifična znanja vezana na kartografijo, indikatorje in CPVO. Ponudnik lahko zahtevana znanja zagotovi z manjšo ekipo multidisciplinarnih strokovnjakov ali z večjo ekipo specifičnih strokovnjakov.
Pričakuje se, da bodo vsi strokovnjaki delali na projektu, in sicer glede na fazo procesa in vsebino, v katero bodo vključeni. Po fazi teritorialne analize bo delo potekalo samo na izbranih prioritetah, ki bodo zelo osredotočene zaradi majhnega obsega finančnih sredstev, ki se pričakujejo za ta čezmejni program.«

"Please justify the contract value (EUR 40,800.00) in relation to the evaluation of the tenders received and the scope of services to be delivered. In terms of scoring, a team of eight or more experts is needed to achieve a maximum number of scores. Are all experts listed in the tender expected to work on the project and be available throughout the duration of the project? If yes, then we would like to propose that the estimated contract value either increases or that the number of project team members that are considered for evaluation is reduced, as we believe that the initial contract value is too low for the scope of services to be delivered and the capacity of the project team required.

We determined the contract value by taking into due consideration the purpose of the tender, which is to select an external service provider providing expert support to the Managing Authority/Joint Secretariat and the Programming Task Force in the process of programming of future Interreg Programme Slovenia-Hungary 2021-2027. The external service provider is expected to draft only two chapters out of a total of six chapters of the Interreg Programme Slovenia-Hungary 2021-2027, to analyze the four cross-border regions in the programme area, to explore the option of integrating a functional area in the programme area, to propose one, two or a maximum of three policy objectives essential for the programme area under consideration and to formulate recommendations for strategic orientations of the future programme based on the proposed policy objectives, and to carry out a comprehensive environmental impact assessment (EIA), if relevant. Given this and considering the fact that the costs of organizing meetings of the Programming Task Force and the costs of carrying out consultation workshops for the members of the general public are not part of this public tender, we believe that the contract value is proportionate to the scope of the services to be delivered.
The number of experts in the project team was determined based on the programming process which builds on cooperation between programme partners from the programme area in Slovenia and Hungary (who have vast knowledge in the socio-economic situation, understand how cross-border cooperation works and looks like, are aware of the potential obstacles to cross-border cooperation and development potentials in the programme areas, can ensure the presence of at least one member from Slovenia and at least one member from Hungary, and have good knowledge of English, Slovene and Hungarian languages), and on the requirements applicable to the project leader and key experts that have extensive knowledge in the content addressed by the five policy objectives, and specialist knowledge of cartography, indicators and EIA. The knowledge required may be ensured either by a small multidisciplinary team or by a bigger team of experts with specialist knowledge.
We expect all the experts to work on the project in accordance with the programming stage and the content in which they will be involved. After the territorial analysis stage, work will be done exclusively on the selected priorities that will be very focused due to the limited budget foreseen for the cross-border programme in question.

Ali morajo biti v ponudbi vključeni tudi strokovnjaki za presojo vplivov na okolje in kakšen je predviden obseg dela za 5. fazo, v kolikor je potrebna? V kolikor je potrebno vključiti tudi strokovnjake in se celovita ocena vplivov na okolje bo izvedla, predlagamo da se vrednost pogodbe, ki je trenutno 40.800,00 EUR, ustrezno poveča.

v okviru ponudbe morajo biti navedeni vsi strokovnjaki, ki bodo imeli aktivno vlogo pri pripravi zahtevanih dokumentov torej tudi strokovnjak/strokovnjaki za pripravo celovite presoje vplivov na okolje (CPVO). CPVO mora program pripraviti v skladu z direktivo EU (2001/42 / ES, Direktiva SEA) in veljavno nacionalno zakonodajo Slovenije in Madžarske. Obseg dela v okviru pete faze je odvisen od ciljev politik, ki bodo v procesu programiranja izbrani. Zunanji izvajalec bo tako moral uvodoma pripraviti zgolj Predhodno oceno o obveznosti CPVO. V kolikor bo ta ocena pokazala, da je izvedba CPVO potrebna, bo moral zunanji izvajalec pripraviti tudi celotno Poročilo o strateški presoji vplivov na okolje.«

"Do EIA experts have to be listed in the submitted tenders? What is the scope of the services foreseen for stage five, when/if this stage is considered relevant/necessary? If EIA experts have to be part of the project team and EIA has to be carried out by the project team, then we propose that the contract value, currently standing at EUR 40,800.00, is accordingly increased."
Answer in English language:
The tender must list all the experts that will actively be involved in the preparation of the required documents, including expert/experts that will carry out EIA. EIA must be prepared for the cross-border programme in accordance with Directive 2001/42/EC Directive SEA and the applicable Slovene and Hungarian legislation. The scope of the services to be provided in stage five will depend on the policy objectives that will be selected in the programming process. The selected tenderer will be asked to undertake the initial project screening to assess whether EIA is necessary. If the findings suggest that EIA is indeed necessary for the programme, the service provider will have to draw up the entire EIA report.

"Spoštovani,
Z zanimanjem smo prebrali razpisno dokumentacijo predmetnega javnega naročila. Prosimo za dodatno pojasnilo zadnje alineje ciljev storitev, ki se pričakujejo od izbranega ponudnika (4. poglavje tehničnih specifikacij JN) oz. 5.5 poglavje tehničnih specifikacij, kjer je navedeno, da se od izbranega izvajalca pričakuje izdelava celovite presoje vplivov na okolje, v kolikor bo ta potrebna.
Menimo, da je cena za izvedbo celovite presoje vplivov na okolje previsoka, da bi jo opredelili na način »po potrebi«. Ocenjena vrednost njene izdelave je bistvenega pomena za pripravo celovite ponudbe glede na zahteve, podane v tehnični specifikaciji. Poleg tega, pa bo na ceno izdelave CPVO vplivala tudi izbira programskih ciljev.
Strinjamo se z zahtevo, da mora izvajalec zagotoviti kompetenten kader za pripravo programa in izvedbo CPVO. Menimo, da bi bilo potrebno v prijavi jasno navesti, kateri strokovnjaki bodo delali na pripravi programa in kateri na izvedbi CPVO. V odvisnosti od izbranih programskih ciljev bosta namreč odvisna tudi obseg in zahtevnost CPVO. Ocenjujemo tudi, da je kakovostna izvedba tako kompleksnih aktivnostih kot sta programiranje in izdelava celovite presoje vplivov na okolje v finančnem okvirju, navedenem v predmetnem razpisu zelo vprašljiva.
Zanima nas, ali je možno v fazi oddaje ponudbe podati ceno zgolj za strokovno podporo procesu priprave programa, ceno izdelave CPVO pa v fazi ko bodo znani programski cilji?«

CPVO je potrebno pripraviti v skladu z direktivo EU (2001/42 / ES, Direktiva SEA) in veljavno nacionalno zakonodajo Slovenije in Madžarske. Obseg dela v okviru pete faze torej priprave CPVO je odvisen od ciljev politik, ki bodo v procesu programiranja izbrani. Zunanji izvajalec bo tako moral uvodoma pripraviti zgolj Predhodno oceno o obveznosti CPVO. "Please clarify the last indent referring to one of the objectives of the services to be provided by the selected tenderer (Chapter 4 of the Terms of Reference or Chapter 5.5. of the Terms of Reference) which says that EIA will have to be prepared by the selected tenderer, if considered necessary/relevant.
We believe that the costs of carrying out EIA are much too high for EIA to be merely referred to as if relevant. The estimated cost of carrying out EIA is essential for the tenderers to prepare an accurate tender reflecting the requirements laid down in the Terms of Reference. Furthermore, the costs of carrying out EIA will also be shaped by the identified programme objectives. We agree that the selected tenderer needs to ensure a team of members that have the required qualifications and are fully up to the task of preparing a cross-border programme and carrying out EIA. We believe that the tenderers should clearly indicate in their tenders which of the team members would work on the programme preparation and which of them would be responsible for carrying out EIA. After all, the scope and complexity of EIA will strongly depend on the programme objectives selected. We also think that high-quality implementation of truly complex activities such as programme preparation and carrying out of EIA is highly questionable under the financial framework foreseen. Can our tender, submitted at the tender submission stage, include only the price for the part expert support in the programming process, whereas the price for carrying out EIA could be indicated later following the identification of programme objectives?

The public tender cannot be divided or split into lots; accordingly, the tender must be submitted in response to the entire public tender and not only to part of the public tender.
