VPRAŠANJE
Po našem poizvedovanju v Sloveniji trenutno obratujeta dva BSL-3 laboratorija, in sicer na Inštitutu za mikrobiologijo in na Veterinarski fakulteti. Oba sta bila realizirana pred več kot 10 leti, tako da projektanti ti dve referenci ne morejo uporabiti za prijavo na fazo 1 razpisa.

Ker pridobivanje referenčnih potrdil iz tujine traja zalo dolgo, prosimo za podaljšanje roka za 1. fazo (reference) za vsaj 14 dni.

ODGOVOR
Rok za veljavnost referenc je podaljšan na 15 let od pridobljenega uporabnega dovoljenja ali začetka obratovanja laboratorija. Rok oddaje referenc za 1. stopnjo se podaljša do petka 15. 4. 2022 do 12:00 ure.

VPRAŠANJE
Lepo pozdravljeni, vljudno prosimo, če nam lahko posredujete informacije za reference za tehnologa:
v natečajnih pogojih je zapisano, da so predmet reference za TEHNOLOGA ZA LABORATORIJE načrti DGD in PZI (prej PGD in PZI) za en laboratorij tipa BSL-3, za katerega je bilo uporabno dovoljenje pridobljeno po 1.10.2011 naprej.
Vprašanje:
- ali je referenca ustrezna samo ob pogoju, da je bilo pridobljeno uporabno dovoljenje, kaj pa v primeru pa da do realizacije ni prišlo, čeprav je šlo za zelo kompleksno obravnavo laboratorija zahtevanega tipa in je bil pripravljen celoten elaborat tehnologije za fazo PZI?
- za fazo DGD taki elaborati še niso obvezni (niti niso bili prej), v tej fazi je predmet sodelovanja tehnologa bolj na ravni projektne naloge, ki je podlaga za podrobno dokumentacijo za izvedbo. Kaj od faze DGD razpisnik natečaja v tem smislu zahteva?
- več referenc podobnega tipa laboratorija je pridobljenih za kompleksne preureditve, kjer je bil izdelan elaborat tehnologije za laboratorije, vendar za ta poseg ni bilo za to izdano gradbeno dovoljenje, ter na koncu čeprav je bila izvedba izvedena, tudi ne uporabno dovoljenje
Zaradi omejenosti takšnih projektnih nalog (teh laboratorijev v državi ni zelo veliko) je smiselno, da se natečajni pogoji za tovrstne reference spremenijo in ne na način, da je za to potrebno izključno gradbeno dovoljenje, uporabno dovoljenje DGD. Smiselno pa je, da se predloži izjava, da je bil izdelan elaborat za laboratorij ustreznega tipa na ravni PZI, da je bila izvedba ustrezna, kar potrjuje tudi naročnik.
Vljudno prosimo za dodatna pojasnila da sprejmete pobudo za referenco tehnologa za laboratorije.


ODGOVOR
Na del vprašanja:
»- ali je referenca ustrezna samo ob pogoju, da je bilo pridobljeno uporabno dovoljenje, kaj pa v primeru pa da do realizacije ni prišlo, čeprav je šlo za zelo kompleksno obravnavo laboratorija zahtevanega tipa in je bil pripravljen celoten elaborat tehnologije za fazo PZI?«
Podajamo odgovor:
Naročnik vztraja pri tem, da mora objekt z laboratorijem v zahtevanem obsegu biti izveden, razširja pa ustreznost referenc tudi na objekte, za katere ni bilo potrebno pridobivati uporabnega dovoljenja. V tem primeru je kot dokazilo potrebno dostaviti tehnološki elaborat v pdf obliki in izjavo naročnika, da je objekt z laboratorijem izveden ter da je bil tehnološki načrt ustrezno strokovno izdelan.

Na del vprašanja:
»- za fazo DGD taki elaborati še niso obvezni (niti niso bili prej), v tej fazi je predmet sodelovanja tehnologa bolj na ravni projektne naloge, ki je podlaga za podrobno dokumentacijo za izvedbo. Kaj od faze DGD razpisnik natečaja v tem smislu zahteva?«
Podajamo odgovor:
Če se je projektna dokumentacija izdelala v obdobju, ko izdelava elaborata tehnologije v fazi PGD/DGD ni bila potrebna, potem je treba dostaviti dokazilo, da je elaborat izdelan v fazi PZI in pridobljeno uporabno dovoljenje, ali tehnološki elaborat v pdf obliki in izjavo naročnika, da je objekt z laboratorijem tudi izveden ter da je bil tehnološki načrt ustrezno strokovno izdelan.

VPRAŠANJE
Spoštovani, Reference vodje projekta in PI za področje strojništva se lahko izkažejo na predlagani način (kopija dela VM, ter kopija pravnomočnega gradbenega dovoljenja oz. uporabnega dovoljenja). Za reference tehnologa za laboratorije pa je problem izkazovati reference na ta način:
1) ker elaborat tehnologije laboratorija izdelajo velikokrat šele potem, ko je gradbeno dovoljenje že pridobljeno ali celo ga sploh naročnik ne pridobiva (investicijsko vzdrževalna dela).
2) tehnologov za laboratorije je že v izhodišču zelo malo, tisti, ki imajo izkušnje na nivoju poznavanja tehnologij laboratorijev tipa BSL3 pa je še manj.
3) večkrat sodelujemo celo (na zahtevo naročnika - tudi včasih zaradi zahtev dobaviteljev) s tujimi tehnologi, kako naj izkažemo reference pri njih?
Menimo, da bi morali dokazljivost referenc za tehnologa določiti drugače in sicer na podlagi referenčnega projekta na nivoju projekta za izvedbo, torej elaborat, ki ga lahko potrdi tudi naročnik te naloge.

ODGOVOR
Naročnik razširja ustreznost referenc tudi na objekte, za katere ni bilo potrebno pridobivati uporabnega dovoljenja. V tem primeru je kot dokazilo potrebno dostaviti tehnološki elaborat v pdf obliki in izjavo naročnika, da je objekt z laboratorijem tudi izveden ter da je bil tehnološki načrt ustrezno strokovno izdelan.

Rok za veljavnost referenc je podaljšan na 15 let od pridobljenega uporabnega dovoljenja ali začetka obratovanja laboratorija.

VPRAŠANJE
Do kdaj lahko postavljamo vprašanja za 1 stopnjo natečaja?

ODGOVOR
Vprašanja za 1.stopnjo natečaja je mogoče postavljati do roka za oddajo 1. stopnje. Potem postanejo vprašanja za 1. stopnjo brezpredmetna in naročnik na njih ne bo odgovarjal. Rok oddaje referenc za 1. stopnjo se podaljša do petka 15. 4. 2022 do 12:00 ure.

VPRAŠANJE
Spoštovani,

Naročnik je zahteval kot referenčni pogoj, da pri projektiranju sodeluje strokovnjak, ki ima referenco pridobljenega uporabnega dovoljenja za laboratorij varnostne ravni BSL-3 v zadnjih 10 letih.

V Sloveniji je zelo malo izvedenih projektov s to ravnijo varnosti, in posledično izjemno malo strokovnjakov s to referenco..

Zanima nas:
- Ali je sprejemljiva tudi referenca strokovnjaka, ki je bil pooblaščeni revident pri tovrstem projektu, saj je solidarno prevzel odgovornost?
- Ali je sprejemljivo, da je strokovnjak iz območja EU?
- Ali lahko naročnik podaljša veljavnost reference na 15 let?


ODGOVOR
Referenca strokovnjaka, ki je revidiral projekt, ni sprejemljiva. Strokovnjak je lahko iz območja EU. Rok za veljavnost referenc je podaljšan na 15 let od pridobljenega uporabnega dovoljenja ali začetka obratovanja laboratorija.

VPRAŠANJE
Pozdravljeni, popolnoma neverjetno je, da podate pogoj za izdajo reference za tehnologa za laboratorije zahtevnosti BLS3, pri čemer je znano, da takšnih tehnologov pri nas ni niti za prste ene roke. Še tista oseba, ki jo končno najdemo, pove, da jo je klicalo že 10 oseb in da se sploh s tem nima časa ukvarjati. Predlagamo, da spremenite natečajne pogoje in določite eksperta za laboratorijsko tehnologijo nekoga ki morda ustreza tudi BLS 4 zahtevnosti, ki bo pregledal ustreznost elaboratov na idejni ravni.


ODGOVOR
BSL4 referenca je prav tako ustrezna (BSL3 ali višje). Nižja stopnja od BSL3 ni ustrezna.

VPRAŠANJE
Spoštovani,
v razpisni dokumentaciji je navedeno, da mora tehnolog za laboratorije izpolnjevati pogoj:
»Predmet reference so načrti DGD in PZI (oziroma po prej veljavni zakonodaji PGD in PZI) za en laboratorij tipa BSL 3, za katerega je uporabno dovoljenje bilo pridobljeno od dne 1. 10. 2011 naprej«.
Zahtevana referenca je postavljena zelo ozko v smislu celotne problematike laboratorijev in visoko glede na zahtevnost in zelo omejuje nabor natečajnikov oz. ponudnikov, ki so sposobni zagotoviti izpolnjevanje pogoja.
V prid zgornjim trditvam prilagamo naslednje:
From the containment practice perspective, the differences between BSL-2 and BSL-3 are surprisingly small(!). The biosafety level criteria section of the CDC/NIH Biosafety in Microbiological and Biomedical Laboratories (BMBL) contains 4 elements. These are:
Standard Microbiological Practices These are hygiene practices intended to protect the worker and minimize surface transfer of contamination.
Special Practices These are administrative practices intended to inform and protect both the lab worker and persons who may come in contact with lab materials.
Safety Equipment (Primary Barriers and Personal Protection Equipment) These include items intended to protect the worker from exposures in the lab.
Laboratory Facilities These include items intended to minimize the escape of contaminants to areas outside the lab.

Prosimo vas da, pogoj izpolnjevanja reference pogoja laboratorija tipa BSL3 zmanjšate na vsaj tip laboratorija BSL2, kar ne more bistveno vplivati na končne rezultate zasnove in funkcioniranje objekta, kot celote. Obenem je zagotovo v interesu naročnika, da pridobi čim večje število natečajnih predlogov.

Ustrezna referenca je BSL3 ali višje. Nižja stopnja od BSL3 ni ustrezna, BSL2 ni ustrezna referenca.

VPRAŠANJE
Spoštovani,
v razpisni dokumentaciji je navedeno, da mora PI s področja strojništva izpolnjevati pogoj:
"Predmet reference so načrti DGD in PZI (oziroma po prej veljavni zakonodaji PGD in PZI)....",
glede na to, da je pri projektiranju laboratorijskih prostorov izrazito bistvena PZI dokumentacija in je DGD (PGD) dokumentacija v tem segmentu strojnih inštalacij zgolj formalnega pomena, predlagamo, da kot veljavna referenca za pooblaščenega strokovnjaka s področja strojništva velja zgolj izdelava PZI dokumentacije.

Predmet reference za PI za področje strojništva so načrti DGD in PZI ali samo načrti PZI.
Pri referenci so enake zahteve ne glede na državo reference. Objekt mora biti izveden. Načrt strojnih inštalacij mora biti izdelan na nivoju za izvedbo.
Če je načrt del dokumentacije za gradbeno dovoljenje se predloži:
- - kopijo dela vodilne mape s podatki o objektu in zgoraj zahtevanih pooblaščenih osebah,
- - kopijo pravnomočnega gradbenega dovoljenja in
- - kopijo pravnomočnega uporabnega dovoljenja.
Če je načrt del dokumentacije za izvedbo, za katero ni bilo potrebno gradbeno in uporabno dovoljenje se predloži:
- - načrt za področje strojništva v *.pdf formatu
- - izjavo naročnika da je objekt tudi izveden ter da je bil načrt ustrezno strokovno izdelan.

VPRAŠANJE
Spoštovani,
pri referenci za PI za področje strojništva nam ni jazno kakšno referenco zahtevate? Ali gre pri tem izključno samo za referenco iz objekta klasifikacijo CC SI 1264 ( stavbe za zdravstveno oskrbo) ali pa je lahko referenca tudi iz objekta CC SI 12630 (Stavbe za izobraževanje in znanstvenoraziskovalno delo)?
Pri referenci za tehnologa pa nas zanima, kaj so potrebna dokazila za referenčni projekt iz tujine, saj tam zakonodaja ni enakovredna slovenski in ne moremo pridobiti enakih dokazil.

Za PI za področje strojništva se zahteva referenca za objekt s klasifikacijo CC SI 1264 (stavbe za zdravstveno oskrbo) ali 12630 (stavbe za izobraževanje in znanstvenoraziskovalno delo), samo 5. alineja: stavbe za znanstvenoraziskovalno delo, raziskovalni laboratoriji.

Pri referenci za tehnologa so enake zahteve ne glede na državo reference. Objekt z laboratorijem mora biti izveden. Elaborat tehnologije mora biti izdelan na nivoju za izvedbo.
Če je tovrsten elaborat del dokumentacije za gradbeno dovoljenje se predloži:
- kopijo dela vodilne mape s podatki o objektu in zgoraj zahtevanih pooblaščenih osebah,
- kopijo pravnomočnega gradbenega dovoljenja in
- kopijo pravnomočnega uporabnega dovoljenja.
Če je tovrsten elaborat del dokumentacije za izvedbo, za katero ni bilo potrebno gradbeno in uporabno dovoljenje se predloži:
- elaborat tehnologije v *.pdf formatu
- izjavo naročnika da je objekt z laboratorijem tudi izveden ter da je bil tehnološki načrt ustrezno strokovno izdelan.

VPRAŠANJE
Spoštovani,
za elaborat tehnologije navajate, da moramo dostaviti cel elaborat tehnologije v pdf formatu, če obravnava projekt, za katerega ni potrebno gradbeno dovoljenje.
Takšna zahteva se nam zdi pretirana, saj nam je tehnolog sporočil, da ima za svoje projekte podpisano pogodbo in sporazum o nerazkrivanju podatkov tretjim osebam. Glede na to sprašujem, če je možno da se namesto oddaje celotnega pdf dovoli tudi vpogled v elaborat pri projektantu.

Natečajnik lahko za preverjanje referenc na elektronskem nosilcu namesto načrta v *.pdf formatu odda tudi aktivno povezavo, ki omogoča prost elektronski vpogled v *.pdf datoteko tega načrta.

Dear Sir/Madam, We kindly ask you to provide us with information regarding references for the technologist:
the competition rules state that the subjects of the reference for the LABORATORY TECHNOLOGIST are the DGD and PZI plans (PGD and PZI plans, in line with the previously applicable legislation) for one BSL 3-type laboratory, for which the planning approval has been obtained from 1 October 2011 onwards.
Question:
- Is the reference appropriate only if the planning approval has been obtained? What about if the realisation did not take place, even though it was a very complex treatment of the laboratory of the required type and a complete technological design for the PZI phase had been prepared?
- For the DGD phase, such designs are not yet mandatory (nor were they previously) and at this stage, the cooperation of the technologist is more at the level of the project assignment, which forms the basis for the detailed documentation on the implementation. What of the DGD phase does the contracting entity require in this sense?
- Several references for a similar type of laboratory have been obtained for complex reconfigurations, and a complete technological design for laboratories has been drawn up; however, no building permit was issued for such an intervention, and finally, even though it had been implemented, no planning approval was issued.
Given the limited nature of such project assignments (there are not a lot of such laboratories in the country), it makes sense to amend the competition rules for these types of references, and not to exclusively require a building permit and a DGD planning approval. It would be sensible to provide a declaration that a technological design had been prepared for a laboratory of the appropriate type at the level of the PZI, and that the performance was adequate, as confirmed by the contracting entity.
We kindly request further clarification and the acceptance of the initiative for the reference of the laboratory technologist.

we provide the following answer:
The contracting entity maintains that the facility with the laboratory must be implemented to the required extent, but extends the relevance of the references to facilities for which it was not necessary to obtain a planning approval. In such a case, the technological design in .pdf format and a declaration by the contracting entity that the facility with the laboratory had been implemented, and that the technological plan had been properly developed, must be provided as proof.

For this section of the question: For the DGD phase, such designs are not yet mandatory (nor were they previously) and at this stage, the cooperation of the technologist is more at the level of a project assignment, which forms the basis for the detailed documentation on the implementation. Dear Sir/Madam, References for the Project Manager and the Authorised Engineer in the Field of Mechanical Engineering can be proved in the proposed manner (copy of the construction folder and copy of the enforceable building permit or planning approval). However, it is difficult to demonstrate references for the laboratory technologist in this way:
1) As a technological design for the laboratory is often prepared only after the building permit has been obtained, or is even not obtained by the contracting entity (investment maintenance work).
2) There are very few laboratory technologists to even choose from, and there are even fewer with experience with technology at the level of a BSL 3-type laboratory.
3) We often cooperate (at the request of the contracting entity - sometimes also due to requirements set by suppliers) with international technologists - how are we to demonstrate their references?
We believe that the demonstrability of the references for the technologist should be determined differently, on the basis of a reference project at the level of the project to be implemented, i.e. a design which can also be validated by the contracting entity for that assignment.

ANSWER:
The contracting entity is also extending the relevance of the references to the facilities for which it was not necessary to obtain planning approval. In such a case, the technological design in .pdf format and a declaration by the contracting entity that the facility with the laboratory had also been implemented, and that the technological plan had been properly developed, must be provided as proof.
The period of validity of the references has been extended to 15 years from the date on which the planning approval for the laboratory has been obtained or the laboratory has been brought into service.

Dear Sir/Madam,

The contracting entity lists, as a reference condition, the participation of an expert with a reference of an acquired planning approval for a BSL-3 type laboratory over the last 10 years.

There are very few projects that have been implemented in Slovenia with this level of security, and consequently extremely few professionals with this reference.

We are interested in the following:
- Is the reference of an expert who had been the authorised reviser in such a project acceptable, as they have assumed joint and several liability in this respect?
- Is an EU expert acceptable?
- Can the contracting entity extend the validity of references to 15 years?


ANSWER:
The reference of an expert who revised the project is not acceptable. The expert may come from the territory of the EU. The period of validity of the references has been extended to 15 years from the date on which the planning approval for the laboratory has been obtained or the laboratory has been brought into service.

Dear Sir/Madam,
It is quite unbelievable that you are setting the condition for the reference of the laboratory technologist to be for a BLS-3 type laboratory, if it is well known that there are fewer of them in our country than there are fingers on one hand. Even when we do find one, they say that ten people had already called them, and that they dont have the time to deal with that. We propose that you amend the competition rules and stipulate an expert for laboratory technology who may also meet the criteria for BLS-4 type laboratories, and who will review the relevance of the designs at the conceptual level.

ANSWER:
A BSL-4 reference is also appropriate (BSL-3 or higher). A lower level than BSL-3 is not appropriate.

The competition rules state that the laboratory technologist must meet the following condition:
The subjects of the reference for the laboratory technologist are the DGD and PZI plans (PGD and PZI plans, in line with the previously applicable legislation) for one BSL 3-type laboratory, for which the planning approval has been obtained from 1 October 2011 onwards.
The required reference is set very narrowly in terms of the overall problem of laboratories, and very high in view of the complexity, and severely restricts the range of candidates or applicants capable of ensuring compliance with the condition.
In support of the above declarations, we attach the following:
From the containment practice perspective, the differences between BSL-2 and BSL-3 are surprisingly small(!). The biosafety level criteria section of the CDC/NIH Biosafety in Microbiological and Biomedical Laboratories (BMBL) guidelines contains 4 elements. These are:
Standard Microbiological Practices: These are hygiene practices intended to protect the worker, and minimise the surface transfer of contamination.
Special Practices: These are administrative practices intended to inform and protect both the lab worker and persons who may come into contact with lab materials.
Safety Equipment (Primary Barriers and Personal Protection Equipment) These include items intended to protect the worker from exposures in the lab.
Laboratory Facilities These include items intended to minimise the escape of contaminants to areas outside the lab.

We kindly ask you to reduce the condition of meeting the BSL-3 laboratory reference to at least BSL-2 laboratory, which cannot significantly affect the final results of the design and functioning of the facility as a whole. Furthermore, it is undoubtedly in the interest of the contracting entity to obtain as many competitive proposals as possible.

The appropriate reference is BSL-3 or higher. A lower level than BSL-3 is not appropriate. BSL-2 is not an appropriate reference.

According to our enquiries, there are currently two BSL-3 laboratories operating in Slovenia, i.e. at the Institute of Microbiology and at the Veterinary Faculty. Both were realised more than 10 years ago, and project designers cannot use these two references to apply for Stage One of the competition.

As obtaining references from abroad takes a long time, we kindly ask for an extension of the deadline for Stage One (references) by at least 14 days.

Dear Sir/Madam,
We are unclear as to the required reference for the authorised engineer in the field of mechanical engineering. Does this reference include exclusively buildings classified as CC SI 1264 (healthcare buildings), or can the reference also refer to buildings classified as CC SI 12630 (buildings for education and scientific research)?

As regards the reference for the technologist, we are interested in the required supporting documents for a reference project from abroad, as the legislation is not equivalent to Slovenian legislation, and we cannot obtain the same supporting documents.



ANSWER:
For the authorised engineer in the field of mechanical engineering, reference for a building classified as CC SI 1264 (healthcare buildings) or 12630 (buildings for education and scientific research), only indent 5: buildings for education and scientific research, research laboratories, is required.

In the case of references for the technologist, the same requirements apply regardless of the country of reference. The facility with a laboratory must be implemented. The technological design must be prepared at the level of implementation.
If such a design is part of the documentation for the building permit, the following need to be submitted:
- a copy of the part of the construction folder including the information about the building and the aforementioned authorised persons,
- a copy of the enforceable building permit and
- a copy of the enforceable planning approval.

Given that PZI is of particular importance in the design of laboratory facilities and the DGD (PGD) is of purely formal importance in this segment of mechanical installations, we propose that only the production of PZI documents should be regarded as a valid reference for the authorised engineer in the field of mechanical engineering.

The subject of the reference for the authorised engineer in the field of mechanical engineering are the DGD and PZI plans or only PZI plans.
In the case of references, the same requirements apply regardless of the country of reference. The facility must be implemented. Mechanical installation designs must be prepared at the level of implementation.

With regard to the technological design, you state that we need to provide the complete technological design in .pdf format if it deals with a project that does not require a building permit.
We find such a requirement to be excessive, as the technologist informed us that they had signed a contract and a non-disclosure agreement for their projects. In this respect, I would like to ask whether it was possible to allow for an inspection of the technological design with the designer, instead of submitting the full .pdf document.

Natečajnik naj svoje reference odda na obstoječih prilogah za reference, pri čemer se v vsebinskem smislu upoštevajo zahteve podane v natečajnih pogojih vključno z vsemi dopolnitvami, podanimi v okviru odgovorov na prejeta vprašanja na portalu javnih naročil. Kot je zapisano v poglavju 4.10. natečajnih pogojev, so pojasnila in spremembe del razpisne dokumentacije za natečaj in jih je treba upoštevati pri pripravi natečajno ponudbene dokumentacije.

Is it necessary to foresee a connection between the existing facility on Prvomajska ulica and the planned facility which is the subject of the competition?

Povezava med obstoječim in novim objektom ni predvidena. V skladu z Natečajno nalogo, s poglavjem, točko 3.1. Urbanistična zasnova, točka 3.1.1. poglavje Zazidalna zasnova, pa sledi, da lahko natečajniki (oz. naj) razmislijo o oblikovnem poenotenju in navezovanju odprtega javnega prostora napram obstoječemu kompleksu zgradb NLZOH.

No connection is foreseen between the existing and the new facility. In accordance with the Competition brief, Chapter 3.1. Urban design, Section 3.1.1 Building design, applicants may (or should) consider the design integration and connection of public open space with the existing complex of NLZOH buildings.

po naših informacijah je bil postavljen na področju Slovenije v zadnjih 11 letih (kolikor zahtevajo natečajni pogoji) 1 laboratorij tipa BSL-3, nekoliko več pa v obdobju od 15-20 let. Ker natečajna komisija ne želi znižati potrebnih referenc v zahtevnosti, apeliramo na natečajno komisijo, da za potrebe izkazovanja referenc na področju tehnologije laboratorijev povečajo okno izvedenih laboratorijev od 15-20 let, saj bo le tako lahko bil izkoršičen inštitut javnega natečaja s prejetimi čim več natečajnimi elaborati interdisciplinarnih timov, ki si želijo sodelovati in nesporno izkazujejo strokovno znanje, ki je zahtevano, vendar zaradi redkosti tako zahtevnih projektov v zadnjih letih ne padejo znotraj postavljenega sita natečajnih pogojev.

As far as we know, one BSL-3 type laboratory has been set up in Slovenia over the course of the last 11 years (as required by competition rules), and a few more over the last 15-20 years. As the selection board does not wish to lower the required references in terms of complexity, we call on the selection board to increase the window for the implemented laboratories, for the purpose of demonstrating references in the field of laboratory technology to 15-20 years, as this would allow for the full utilisation of the open competition with several technical designs by interdisciplinary teams who wish to participate and unquestionably demonstrate the required expertise, but due to the rarity of such complex projects in recent years, do not fall within the set of conditions of the competition.

imamo vprašanje glede dokazovanja referenc za tehnologa laboratorijev. Tehnolog s katerim želimo sodelovati ima izvedeno primerno refernco, obenem pa za to gradnjo ni bilo pridobljeno gradbeno in uporabno dovoljenje, ker je šlo za prenovo znotraj obstoječega objekta. Investitor laboratorija je pripravljen dati izjavo o projektu, ne dovoli pa pošiljanja načrtov laboratorija zaradi varovanja intelektulane lastnine. Bi izjava investitorja z nekaj ključnimi podatki o projektu (št. projekta, datum, izdelovalec, obseg itd.) brez dejanskih tehnoloških načrtov zadostovala za dokazovanje refernce?

Spoštovani,
zahteva, da v primeru, da izvedba laboratorija ni potrebovala gradbenega in uporabnega dovoljenja, oddamo celoten pdf projekt ali link na pdf projekt tehnologije je pretirana in neskladna s prakso Javnega naročanja. Pri večini javnih naročil je kot referenca v Sloveniji zadovoljiva navedba projekta ali večih referenčnih del in kontakt, kjer naročnik lahko preveri, če je navedba resnična. Oddaja celotnega projekta ali njegovega dela je popolnoma nemogoča in nesprejemljiva v primerih, da ima projektant podpisano pogodbo o nerazkrivanju podatkov. Če je projektant delal večino projektov za zasebne naročnike ( v tujini) potem ima vedno podpisane takšne pogodbe, ki mu onemogočajo razkrivanje podatkov in pošiljanje projektov ali delov projektov tretjim osebam.

Prosimo, če se lahko zahteva po dokazovanju reference projekta tehnologije spremeni na način, da se navede referenčni projekt, kjer izvajalec z izjavo dokazuje, da je bil izveden ( zgrajen in dokončan) in kjer je naveden kontakt investitorja, kjer se lahko resničnost navedbe in izjave preveri. Tovrstno dokazovanje je običajno v postopkih javenga naročanja v Sloveniji in ne vidimo pravne podlage za dokazovanje referenc s priloženii celotnimi projekti. Vaš cilj je, da dobite projektanta tehnologije z določenimi izkušnjami. To pa bi lahko projektant lahko dokazal tudi na drugačen način, ki bi bil popolnoma skladen z ZJN in običajno prakso.

Glede na to da bo potrebno poiskati strokovnaka za BSL3 laboratorij v tujini vas prosimo za podaljšanje roka za dodatnh 15dni. Prosimo tudi za čistopis kaj točno je potrebno predložiti s strani strokovnjaka. Prosim upoštevajte, da so PDF projektni dokumenti zaupne narave in jih ni možno razkrivati - niti na povezavi, tako da prosim zahteve omejite na potrdila oz. certifikate, kot je to normalno v razvitih državah, saj bo drugače prisotnost na natečaju minimalna ali pa celo ničelna, kar pa po vsej verjenosti ni v skladu z zakonom o javnih naročilih.

ODGOVOR

Naročnik se zaveda omejene razpoložljivosti referenčnih strokovnjakov, zato podaljšuje rok za oddajo 1. stopnje (reference) na sredo 4. 5. 2022 do 16.00 ure. Hkrati na podlagi preteklih izkušenj vztraja pri možnosti vpogleda stroke v vsebino referenčnih projektov. Povzemamo čistopis zahtevanih referenc:


Predmet reference za tehnologa za laboratorije je en izveden laboratorij tipa BSL 3. Elaborat tehnologije mora biti izdelan na nivoju za izvedbo. Objekti na katere se sklicuje referenca so lahko iz Slovenije ali iz tujine. Rok veljavnosti reference je 15 let od pridobljenega uporabnega dovoljenja ali začetka obratovanja laboratorija (torej po 1. 10. 2006).



1. Če je tovrsten elaborat del dokumentacije za katero se je pridobivalo gradbeno in uporabno dovoljenje se predloži:
- kopijo dela vodilne mape s podatki o objektu in zgoraj zahtevanih pooblaščenih osebah,
- kopijo pravnomočnega gradbenega dovoljenja in
- kopijo pravnomočnega uporabnega dovoljenja.

Če je bil objekt zgrajen, pravnomočno uporabno dovoljenje pa ni bilo izdano zaradi razlogov, ki niso na strani projektanta, lahko projektant za isti objekt predloži potrjeno referenco s strani stečajnega upravitelja ali druga dokazila, ki izkazujejo zaključenost dela po pogodbi in sicer kvaliteto izdelave PZI in opravljenega nadzora pri izvedbi objekta.



2. Če je tovrsten elaborat del dokumentacije za izvedbo, za katero ni bilo potrebno gradbeno in uporabno dovoljenje se predloži:
- kopijo dela vodilne mape s podatki o objektu in zgoraj zahtevanih pooblaščenih osebah,

- elaborat tehnologije v *.pdf formatu na elektronskem nosilcu ali aktivna povezava, ki omogoča prost elektronski vpogled v *.pdf datoteko tega načrta ali možnost vpogleda v elaborat tehnologije pri investitorju,

Would a declaration by the investor with some key information on the project (project number, date, manufacturer, scope, etc.) without the actual technological designs suffice as evidence for the reference?

The requirement to submit a complete .pdf project or a link to the technological project in .pdf format, if the laboratory did not require a building permit and planning approval, is excessive and not in compliance with public procurement practices. For most public contracts, the indication of the project or of several reference works and the contact information where the contracting entity can check whether the indication is true, are satisfactory as a reference in Slovenia. The submission of all or a part of a project is completely impossible and unacceptable in cases where the designer has signed a non-disclosure agreement. If the designer has prepared the majority of the projects for private contracting entities (abroad), such agreements are always in place, and prevent them from disclosing information and sending projects or parts of projects to third parties.

We would appreciate it if the requirement to demonstrate the reference of the technological project could be changed in such a way as to indicate the reference project where the contractor declares that it has been carried out (constructed and completed), and where the contact of the investor is indicated, where the authenticity of the indication and declaration can be verified. This kind of demonstration of references is usual in public procurement procedures in Slovenia, and we do not see the legal basis for demonstrating references with full projects. Your objective is to get a technological designer with specific experience. However, this can also be demonstrated by the designer in another way which is fully in line with the ZJN and established practices.

The contracting entity is aware of the limited availability of experts with appropriate references, and has therefore extended the deadline for the submission of Stage One (references) until Wednesday, 4 May 2022 until 4 p.m. Furthermore, on the basis of past experience, the contracting entity insists on the possibility of experts inspecting the content of the referential projects. The following is a clean copy of the summary of the required references:

The subject of the reference for the laboratory technologist is one implemented BSL 3-type laboratory. The technological study must be prepared at the level of implementation. The facilities which are being referenced can be located in Slovenia or abroad. The period of validity of the references is 15 years from the date on which the planning approval for the laboratory has been obtained or the laboratory has been brought into service (i.e. from 1 October 2006 onwards).

1. If such a study is part of the documentation for which a building permit and a planning approval were obtained, the following need to be submitted:
- a copy of the part of the construction folder including the information about the building and the aforementioned authorised persons,
- a copy of the enforceable building permit and
- a copy of the enforceable planning approval.
If the building was constructed without an enforceable planning approval due to reasons for which the designer cannot be held responsible, the designer can provide, for the same building, a confirmed reference provided by the official receiver, or other supporting documents which prove that the works have been concluded according to the contract, namely the quality of the implementation of the PZI and the controls carried out during the construction of the building.

2. If such a study is part of the documentation for the implementation of a project for which no building permit or planning approval were required, the following need to be submitted:
- a copy of the part of the construction folder including the information about the building and the aforementioned authorised persons,
- technological study in .pdf format on an electronic medium or via an active link, which enables free electronic inspection of the *.pdf file of this design, or the possibility of inspection of the technological study with the investor,
- declaration by the contracting entity that the facility with the laboratory had been implemented and that the technological design had been properly developed.

Pri sklopu Molekularna pa je posebej izpostavljeno, da mora biti razpored in smer gibanja natančno takšna kot je prikazano v shemi.

Pri sklopu BSL3 je na diagramu narisan prostor, ki pa ni označen (prostor desno od N1.16.1, preko katerega poteka dostop do N1.13 in N1.14. Prosimo za opredelitev prostora

V opisu natečajne naloge piše da so v diagramih nakazane poti odpadkov iz laboratorija. To na diagramu ni jasno razvidno. Prosimo za jasna navodila glede obravnave kontaminiranih odpadkov - povezave do cleanrooma (ali je to preko internega hodnika/povezave, ali so lahko odpadki v stiku s skupnimi hodniki?)

Pri prostoru N1.12.1 je v razpredelnici navedeno, da je potrebna povezava z laboratorij - izolacija. Prosimo za opredelitev za kakšno povezavo gre. Kaj pomeni vrata na 25 m2. Prosimo za opredelitev.

1. Potrebno je zagotoviti garderobo, tuš, manjšo kuhinjo, slednje je predvideno pod ostalo. Svetloba ni obvezna, je pa zaželena. Velikost je v domeni rešitev natečajne naloge in v okviru celotne kvadrature BSL3, ki je 170m2.

2. N1.13 in N1.14 je namenjen za potrebe ostalih laboratorijskih del. V pripravi dokumentacije je prišlo do napake, prostora ne potrebujeta direktne povezave z BSL3.

3. Odpad se transportira ustrezno zaščiten po hodniku do manjšega tovornega dvigala (N1.19).

Predvidevamo, da je smiselno umestiti skupaj v nadstropju Cleanroom in BSL zaradi inštalacij. Za vzdrževanje čistosti po standardu ISO 14644, potrebne posebne tehnološke rešitve (filtriranje zraka, posebno prezračevanje, prehodni prostori, vgrajeni materiali,...)

4. Prostor N1.12.1 je laboratorij za klinično molekularno diagnostiko sestavljen iz dveh delov, ki se ločita s stekleno steno. Skupaj sta prostora velika 40m2, prvi prostor je velik 15m2 (se izvaja laboratorijsko delo - aparat COBAS 6800), drugi prostor je velik 25m2 in je namenjen pisarniškemu delu, prehod je narejen z vrati med obema prostoroma. Iz prvega manjšega prostora N1.12.1 (cca 15m2), kjer se izvaja laboratorijsko delo je narejen prehod v N1.12.2.

1. It is necessary to provide a wardrobe, a shower, and small kitchen; the latter is planned under Other. Daylight is optional, but desirable. The size is in the domain of solutions to the competition task and within the overall square footage of BSL3, which is 170 m2.

2. N1.13 and N1.14 are intended for the needs of other laboratory works. There was an error in the preparation of the documentation, the rooms do not need a direct connection to BSL3.

3. The waste is transported properly protected along the corridor to a smaller freight elevator (N1.19).

We assume that it makes sense to place the Cleanroom and BSL together on the floor due to the installations. To maintain cleanliness according to the ISO 14644 standard, special technological solutions are needed (air filtering, special ventilation, transitional spaces, built-in materials, etc.)

4. Room N1.12.1 is a laboratory for clinical molecular diagnostics consisting of two parts separated by a glass wall. The two rooms are 40 m2 in total, the first room is 15 m2 (laboratory work is carried out - COBAS 6800 device), the second room is 25 m2 and is intended for office work, the passage is made with a door between the two rooms. From the first smaller room N1.12.1 (approx. 15 m2), where laboratory work is carried out, a passage has been made to N1.12.2.

5. The latter is not stated for N1.12.1. For N1.12.2 it is stated that the room is connected to N1.12.1. and that the entrance is also from the corridor. Connections between N1.12.2, N1.12.3 and N1.12.4 are also indicated.

V kolikor je nadstrešek zunanje pokrite kolesarnice integralni, neločljivi del objekta, lahko posegamo izven gradbene meje, v kolikor pa predstavlja dodatek k objektu, ki je lociran ob gradbeno mejo (in je prepoznati kot samostojen del, ali konstrukcijska konzola ipd.), pa le-te ne smemo presegati;

2. Uveljavljen »NIH (National Institutes of Health) Design Requirements Manual« (2016, Rev. 1 2019), stran 628, ima v podpoglavju 8.6.9, ta se nanaša na odvod odpadkov in odzračevanje, pod točko O., ta obravnava odvod odpadne vode v sili in požarne vode, v prostem prevodu zapisano naslednje:

»Odvod vode v sili in iztečene iz protipožarnega sistema sprinkler: Za odvod iztečene požarne vode sistema sprinkler v prostorih BSL-3 (vključno s prostori ABSL-3) ni potrebna namenska izvedba podnih odtokov, višinskih zapor in korit. Pri posebnih pogojih (npr. BSL-3Ag/GLSP, kjer so podni odtoki neizogibni) je potrebno vprašanje nadzora in zajemanja odpadne vode preveriti na podlagi posameznega projekta.«
Isti dokument ima v podpoglavju 9.5.1.1, ta obravnava Sprinkler sistem požarne zaščite, pod točko A. Splošno, navedeno:
»Vsi BSL-3 objekti morajo biti zaščiteni s stabilnim gasilnim sistemom sprinkler«.


Iz predstavljenega izhaja, da je potrebno v primerih načrtovanja podnih dotokov v delih stavbe z BSL-3 tehnološko ovrednotiti/preveriti nevarnost in po potrebi poskrbeti tudi za zajem iztečene požarne vode s prostornino, ki izhaja iz rezultata zahtevane iztečene požarne vode, to je pretočne količine na površino (l/s na m2) tega dela laboratorija (BSL-3) (m2) v času zahtevanja trajanja gašenja (h).

It follows from the above that in cases of planning floor drains in parts of the building with BSL-3, it is necessary to technologically evaluate/check the danger and, if necessary, also ensure the capture of leaked firewater with the volume resulting from the required firewater discharge, i.e. the flow rate per surface (l/s per m2) of this part of the laboratory (BSL-3) (m2) during the required extinguishing (h).

Natečajne priloge navajajo dva obvezna prostorska prikaza. Natečajniki smo tako omejeni na prostorske prikaze, ki lahko ne prikažejo željenega koncepta zasnove. Na naročnika in komisijo apeliramo, da se natečajnikom omogoči dodaten izbirni prostorski prikaz, saj to ne pomeni dodatne obremenitve natečajnikov. Tudi v prihodnje predlagamo ZAPS-u, da izbere enega do dva obvezna pogleda (da se lahko izvede prmierjava elaboratov) ter enega po izboru natečajnikov.

1. Načeloma je predlagana postavitev možna, vendar je bolj sprejemljiva rešitev v kletnem prostoru. Zato naj se v tej fazi predvidi slednja umestitev, pri čemer naj se v grobem upoštevajo varnostne zahteve enega od uveljavljenih standardov, npr. NFPA 2.

2. Ni potrebe po ionizirani vodi v izpostavljenem laboratoriju, zgolj deionizirani, kot tudi še v drugih izpostavljenih laboratorijskih prostorih. Deionizirana voda naj bi se prednostno pripravljala centralno, za kar naj se predvidi poseben prostor s površino 40 m2. Pri umestitvi prostora naj se upošteva potrebnost nadzorovanega dostopanja s strani vzdrževalnega osebja, kot tudi, da naj bo po možnosti ta na najvišjem mestu cevnega sistema deionizirane vode.

Je mogoče, ni pa to najustreznejša rešitev. Garderoba je želeno, da so v bližini laboratorija. Če bo rešitev narejena tako, da garderobe dislocirane, pa je vseeno potrebno poskrbeti, da ostanejo garderobe pri BSL 3 in CLEAN ROOMu.

- ali je mogoče pridobiti Prostorsko prevero umestitve objekta in programa - IDZ, ki je služila pričetku postopkov priprave novega OPPNa (zahtevane površine programa namreč ne upoštevajo površin garderob. Le te znatno doprinesejo k površini etaže)?
- ali je dovoljeno, da so zunanja parkirišča dostopna iz Sarajevske Ulice?
- ali je dovoljeno, da je klančina nadkrita, četudi je postavljena izven regulacijske linije?
- pozivamo Razpisovalca in Naročnika, da skladno z dopolnjenim osnutkom OPN, ki je trenutno v javni razgrnitvi, predpiše novo planirane regulacijske elemente. Namreč, Naročnikove zahteve je težko kvalitetno umestiti v dane gabarite (veljavne regulacijske elemente)!
- pozivamo Razpisovalca in Naročnika, da skladno s podaljšanim rokom za oddajo referenc prve stopnje prestavi tudi rok za oddajo druge stopnje natečaja. Namreč, zaradi zahtevnosti programa in majhnosti parcele smatramo, da za kvalitetne rešitve potrebujemo časa vsaj do 1.11.!

Predvidevamo lahko, da v območju obravnavane parcele, kjer meji na javne površine (Sarajevska, Janševa in Ptujska), takšno soglasje ne bo osporavano, ne moremo pa to kakorkoli prejudicirati glede na odmik proti zasebnemu lastniku (na zahodnem delu parcele) in je natečajnikom upoštevati predvideni odmik.

In principle, the underground part of the building can reach outside the building line (defined by the spatial development conditions) - with the consent of the neighbours - according to the prescribed deviations from the plot line (= 4m) in the subsequent stages of design. We can assume that in the area of the plot in question, where it borders public areas (Sarajevska, Janševa and Ptujska), such consent will not be challenged, but we cannot prejudge this in any way, considering the deviation towards the private owner (in the western part of the plot), and it is proposed that the contestants consider the expected deviation.

1. Proces odvoza odpadkov: V prostoru P.15.1 (Avtoklavi) se odpadki prvotno avtoklavirajo, avtoklavirani odpadki se skladiščijo v P.15.2 (Skladišče za odpadke iz zdravstva) od koder jih prevzame pogodbeni izvajalec za odvoz odpadkov.

2. V prostoru P.7 se izvajajo administrativna dela.

3. Avtoklavi v P15.1 služijo za dekontaminacijo odpadkov in za dekontaminacijo pribora ki gre v sterilizacijo - DA.

4. Pri odvajanju odpadnih voda je je potrebno na viru ločiti industrijske in komunalne odpadne vode. To pomeni, da vse vode, ki nastajajo v sanitarijih, v gospodinjstvu vodijo ločeno preko interne kanalizacije v iztok v javno kanalizacijo. Industrijske odpadne vode so namreč predmet obratovalnega monitoringa odpadnih voda, kar pomeni, da je potrebno vsako leto izvajati meritve, izdelati za njih poročilo in ga posredovati na ARSO (v kolikor ne izpolnjujemo pogojev, da lahko industrijsko odpadno vodo proglasimo za komunalno odpadno vodo).

1. The process for the removal of waste: Waste is initially autoclaved in P.15.1 (Autoclaves), and the autoclaved waste is stored in P.15.2 (Healthcare Waste Storage), where it is collected by the waste collection contractor..

2. Room P.7 is used for administrative work.

3. Are the autoclaves in P15.1 used for decontamination of waste and for decontamination of equipment to be sterilised? - YES

4. For wastewater discharge, industrial and municipal wastewater must be separated at source. This means that all water generated in the sanitary facilities and in the household is separately discharged through the internal sewage system to the public sewage system. Industrial wastewater is subject to operational wastewater monitoring, which means that measurements must be made every year, and a report must be produced and submitted to ARSO (if the conditions for declaring industrial wastewater as municipal wastewater are not met).
Industrial wastewater generated in microbiological laboratories falls under the Decree on the emission of substances in the discharge of wastewater from facilities for health and veterinary services (Official Gazette of the Republic of Slovenia, No. 10/99, 41/04 - ZVO-1 and 44/22 - ZVO-2)

Imamo vprašanje glede Cleanrooma, ki mora vzdrževati razred čistosti ISO 5. Čist prostor z dvema predprostoroma, kot je navedeno v natečajni nalogi v praksi zelo težko dosega čistosti po ISO 5 ali razreda C (po GMP). Naše vprašanje je ali moramo zagotoviti laboratorijski prostor čistosti ISO 5 ali se ta zahteva po čistosti omeji na komore/izolatorje v samem prostoru, prostor pa je čistosti ISO 6 oziroma razreda D. Zanima nas predvsem zaradi načina in velikosti koncipiranja prezračevalnih naprav, saj so razlike med razredi glede izmenjav zraka ogromne in smo mnenja, da jih je potrebno zajeti že v tej fazi.

It is very difficult to achieve cleanliness according to ISO 5 or class C (according to GMP) in practice in a clean room with two antechambers, as envisaged in the tender. Our question is whether we need to provide a laboratory space with ISO 5 cleanliness or if this cleanliness requirement is limited to the chambers/isolators in the room, and the room itself is of ISO 6 or class D cleanliness. We are interested mainly because of the method and size of the ventilation devices, as the differences between the classes in terms of air exchanges are huge and we believe that they need to be covered at this stage.

Pozdravljeni,
V natečajni nalogi pri oblikovanju zunanjih površin navajate št. parkirnih mest za mamice in gibalno ovirane osebe skupaj 5 PM. Čeprav gre za ranljive udeležence v prometu smo mnenja, da varno in smiselno umestitev tako velikega števila parkirnih mest (poleg vsega zahtevanega programa in preostalih zahtev glede mirujočega prometa) na obravnavanem območju ni mogoče doseči (pravokotno parkiranje). Skupni seštevek parkirnih mest po natečajni nalogi > 8 PM (navadni), 5 PM (I in mamice), 8 PM enosledna motorna vozila, 20 PM kolesa. Skupaj 13 PM dvosledna vozila 28 PM za enosledna, poleg vseh manipulativnih površin dostavnih vozil in seveda kvalitetnega javnega prostora?! Ker gre za mestotvoren javni prostor smo mnenja, da se zagotovi maksimalno število parkirnih mest, ki jih javni prostor in zakonodaja dovoljujeta, vsekakor pa apeliramo na komisijo, pripravljavce natečajne naloge ter naročnika naj ponovno razmislijo o potrebnem številu parkirnih mest.

Prav tako imamo vprašanje glede uvoza/izvoza za urgentno reševalno vozilo. Najprej se nam poraja vprašanje ali je to vezano na ambulanto (nikjer drugje ta relacija ni opisana), ali je to ostanek iz kakšne druge natečajne naloge? V kolikor je potrebno ta prostor zagotoviti? Ali je to namensko parkirišče, kjer bo večino časa stalo reševalno vozilo, ali moramo le omogočiti možnost dostave z reševalnim vozilom in se lahko v tem času uzurpira javni prostor druge namembnosti?

Prav tako ni jasno ali je potrebno zagotoviti pokrita parkirna mesta za enosledna motorna vozila ter kolesa, saj je na strani 25 navedeno: enosledna motorna vozila - brez zahtev, kolesa, vsaj 50%, na strani 45 pa je navedeno: Zunanja parkirna mesta na nivoju terena, naj bodo namenjena za potrebe dostopa in dostave funkcionalno oviranih in ostalih obiskovalcev, omogoča naj le časovno omejeno parkiranje. Parkirne površine na nivoju terena za kolesa in kolesa z motorjem morajo biti zaščitene pred vremenskimi vplivi. Prosimo za pravilno tolmačenje.

Iz natečajnih pogojev in natečajne naloge sledi, da je natečajnikom upoštevati vse z natečajno nalogo predvidene omejitve in zahteve, ki so bila predhodno preverjena. In the competition task, in the design for the outdoor areas, you indicate the number of parking spaces for mothers and people with mobility impairments - a total of 5 parking spaces. Although it concerns vulnerable road users, we believe that it is impossible to safely and sensibly place such a large number of parking spaces (in addition to all the required programme and other requirements regarding stationary traffic) in the area (with perpendicular parking). The total number of parking spaces according to the competition task is > 8 parking spaces (ordinary), 5 parking spaces (disabled and mothers), 8 parking spaces for single-track motor vehicles, and 20 bicycle parking spaces. There are 13 parking spaces for two-track vehicles, 28 parking spaces for single-track vehicles, and all the manipulation areas for delivery vehicles and, of course, a high-quality public space?! Since this public space contributes to the citys identity, we believe that the maximum number of parking spaces allowed by the public space and the legislation should be ensured. We encourage the committee, the drafters of the competition task and the contracting authority to reconsider the necessary number of parking spaces.

We also have a question about ambulance access. First, is this related to the clinic (this route is not described elsewhere), or is this a remnant from some other competition task? Is it necessary to provide such a space? Is this a dedicated parking space where the ambulance will be parked most of the time, or do we need to allow for ambulance access but, during this time, a public space that could be used for another purpose can be utilised?
It is also not clear whether it is necessary to provide covered parking spaces for single-track motor vehicles and bicycles, since on page 25 it states: single-track motor vehicles - no requirements, bicycles, at least 50%, and on page 45 it states: Outdoor parking spaces at ground level should be intended for the access and delivery needs of functionally disabled and other visitors, and should only allow time-limited parking. Parking areas at ground level for bicycles and motorbikes need to be protected from the weather. Please interpret correctly.

ANSWER:
It follows from the competition conditions and the competition task that the applicants must observe all the restrictions and requirements foreseen by the competition task, which have been previously verified. The evaluation committee will certainly, based on experience and recognition of the qualities of the received solutions, recognise the validity and reasonableness of any deviations that do not affect the integrity of the solution and, in the sense of the equal treatment of the received elaborations, will also treat them accordingly.

Ambulances in the NLZOH transport samples from health centres and hospitals, so the space must be dedicated to ambulances. Ambulances arrive and stay for a short time, long enough to drop off the samples at the receiving office.

Ali je dovoljeno zunanja parkirna mesta organizirati pravokotno na ulico (vzvratno speljevanje na ulico), kot so že organizirana parkirišča ob košarkaških igriščih višje ob Janševi ulici?

V mestni občini Maribor sicer ni eksplicitnega prostorskega akta, ki bi prepovedoval pravokotno parkiranje »na ulico«, kot tudi ni argument, da takšno parkiranje v bližini obstaja. Soglasjedajalec, Urad za promet MOM, pa opozarja na ostale predpise, ki pa tovrstno parkiranje omejujejo, kot n.pr. oddaljenost od križišč, običajnih in semaforiziranih, navezava na nad/podrejene ulice, prečkanje pločnika, enosmerno zavijanje, prečkanje polne črte, ustvarjanje zastojev, omejevanja ustvarjanja odprtega javnega prostora itd. S tega vidika bi, v primeru Janševe ulice, takšno rešitev lahko smatrali kot neizvedljivo, v Sarajevski ulici pa le pogojno.

In the municipality of Maribor, there is no explicit zoning act prohibiting perpendicular parking on the street, nor is it an argument that such parking exists nearby. The consenting authority, the Traffic Office of the Municipality of Maribor, points to other regulations that limit this type of parking, such as the distance from intersections (conventional and signalised), connection to over/under streets, crossing the pavement, turning one way, crossing the solid line, creating congestion, restricting the creation of open public space, etc. From this point of view, in the case of Janševa ulica, such a solution could be considered unfeasible, and only conditionally possible in Sarajevska ulica.

po podrobnem pregledu želja naročnika iz natečajne dokumentacije ugotavljamo, da je pozicioniranje vsebin 1. nadstropja (BSL-3, Cleanroom ISO5 in elektronski mikroskop) med nadstropja preostalega programa strokovno problematično. Problemi nastajajo tako zaradi nastanka vibracij (el. mikroskop ne more biti umeščen v nadstropje, temveč na protivibracijsko ploščo (v nepodkletenem pritličju!), BSL-3 (kontaminirano območje) pa čim bolj stran od območja sterilnosti (cleanroom). Poleg tega razmestitev vse tehnološke in prezračevalne opreme zahteva veliko več prostora, kot ga zanjo predvideva naloga. Predlagamo, da naročnik omogoči umestitev dodatne tehnične etaže (etažnost presega omejitve po natečajni nalogi 1K+P+3N), oziroma drugačno razmestitev zahtevnejšega programa v objektu. Naročnik se morda ne zaveda, kaj vse takšen program zahteva, tako tekom gradnje, kot kasneje tekom upravljanja, in kakšne so dobre prakse izgradnje tovrstnih objektov v tujini. Na način, kot je zastavljena projektna naloga, strokovno ustrezne rešitve ni mogoče zagotoviti. Prav tako apeliramo na ZAPS, da v prihodnjih natečajih za tako zahtevne stavbe angažira kompetentne multidisciplinarne ekipe (z izkušnjami na področjih projektiranja tovrstnih prostorov!) za pripravo natečajne naloge, saj je le ta podlaga za kvalitetno zastavljen projekt. V tem primeru ugotavljamo, da temu žal ni tako.

1. Glede elektronskega mikroskopa:
Nosilnost konstrukcije pod prostorom z mikroskopom mora biti ustrezna, razdalja med nosilnimi stebri konstrukcije naj bo v tej fazi projektirana na največ 5 m. Poleg tega je potrebna poglobitev v tlaku, ki omogoča namestiti pod mikroskop izolacijsko podlago za izničenje tresljajev (tj. vztrajnostno ploščo na pnevmatskih izolacijskih podstavkih z aktivnim ali pol-aktivnim dušenjem). Z izolacijsko podlago in podložnimi blazinicami, obdanimi s sistemom dvignjenega poda, bo mogoče nivo laboratorija in noge instrumenta ohraniti na isti višini kot je sicer nivo etaže.

Ne glede na zapisano je dolžnost vsakega od natečajnikov izvedba preverbe z njegovim strokovnjakom za analizo nihanj in statikom!

Glede sistema HVAC in čistih prostorov:
V namen zagotovitve ustreznega razreda čistosti ISO 5 v primerih, ko je ta obkrožen s prostori ene ali več stopenj nižjim razredom čistosti, naj se uporabijo navodila in sheme spodaj. Glej shemo sistema 2A in 2B. V obeh primerih je naloga AHU zagotovitev potrebne količine zunanjega zraka in izničenje hladilnih obremenitev, naloga RFU/FFU zagotovitev zahtev, povezanih s številom potrebnih izmenjav / potrebne navpične hitrosti zraka. Upoštevajte, da je zaradi možnega različnega mesta umestitve naprave RFU/FFU, močno različna tudi potrebna velikost glavnega jaška za kanalske povezave z AHU, kot tudi potreben prostor za postavitev same RFU/FFU.
Ne glede na zapisano je dolžnost vsakega od natečajnikov izvedba preverbe z njegovim strokovnjakom HVAC za čiste prostore!

After a detailed review of the contracting authority's requirements from the competition documentation, we find that the positioning of the contents of the 1st floor (BSL-3, Cleanroom ISO5 and electronic microscope) between the floors of the rest of the programme is professionally problematic. Problems arise due to both the occurrence of vibrations (the electric microscope cannot be placed on the floor, but on an anti-vibration plate (on a non-basement ground floor!), and BSL-3 (contaminated area) as far as possible from the sterile area (cleanroom). In addition, the placement of all the technological and ventilation equipment requires much more space than the task provides.
We suggest that the contracting authority either allows the placement of an additional technical floor (the floor level exceeds the limits of the competition task 1K+P+3N), or different positioning of a more demanding programme in the facility. The contracting authority may not be aware of what such a programme requires, both during construction and later during management, or the good practices for building such facilities abroad. In the way the competition task is set, it is impossible to provide a professionally adequate solution. We also call upon the Chamber of Architecture and Spatial Planning of Slovenia (ZAPS) to engage competent multidisciplinary teams (with experience in designing such spaces!) in future competitions for such demanding buildings to prepare the competition task, as it represents the basis for a high-quality project. In this situation, we note that this is unfortunately not the case.

In addition, a pressure recess is required to allow the installation of an isolation pad under the microscope for vibration cancellation (i.e. an inertial plate on pneumatic isolation pads with active or semi-active damping). With an insulating base and underlay pads surrounded by a raised floor system, it will be possible to keep the laboratory level and the instrument legs at the same height as the floor level.

Organizacija mirujočega prometa je ključna za rešitev natečajne naloge. Umestitev manipulacije za parkiranje na natečajno območje namreč znatno zmanjša volumen objekta in okrni arhitekturno rešitev. V odgovoru z dne 22.8. dovoljujete parkiranje z vzvratnim izvozom vozil na ulico kot "samo pogojno", kar je zelo dvoumen odgovor.

Tako parkiranje krši določbe Zakona o pravilih cestnega prometa (Uradni list RS, št. 156/21 - uradno prečiščeno besedilo in 161/21 - popr.) oz. podzakonskih aktov, razen, če se Sarajevsko ulico prekvalificira v prostor "Območje umirjenega prometa". Taka prekvalifikacija pomeni poseg izven natečajnega območja. Prav tako parkiranje z vzvratnim izvozom na ulico ni skladno s prejšnjimi odgovori, kjer zahtevate omejitev dostopa do zunanjih parkirišč z rampo (odgovor z dne 10. 8. 2022).

Kaj točno pomeni svetla konstrukcijska etažna višina. Ali je to višina od finalnega tlaka do spodnjega roba medetažne konstrukcije (brez obešenega stropa) ali naj to razumemo kot višino med zgornjim robom spodnje medetažne konstrukcije in spodnjim robom zgornje medetažne konstrukcije (brez tlakov in obešenega stropa)?

Please explain the headroom on each floor. On page 48 of the Competition Task under Chapter 3.3.2 Structural design, it is written:
"The expected headroom (structural!) on the ground floor is 4.0 m and on the upper floors 3.5 m. The expected headroom in the basement floor, intended for manipulation with rescue and delivery vehicles, is 3.0 m."
What exactly does structural headroom mean? Is this the height from the final flooring to the bottom edge of the mezzanine structure (without the suspended ceiling), or should it be understood as the height between the top edge of the lower mezzanine structure and the bottom edge of the upper mezzanine structure (without the flooring and suspended ceiling)?

v Natečajni nalogi piše:

»Poglavje 3.1.1
Naročnik je predhodno že izvedel prostorsko prevero umestitve objekta (in programa) - IDZ, ki je služila pričetku postopkov priprave novega OPPN-a za obravnavano območje; ta IDZ je bila namenjena predvsem prostorski preveritvi umestitve programa investitorja v objekt. Izhodišča te prostorske prevere so osnova za nekatera v nadaljevanju teksta zapisana programsko funkcionalna izhodišča, ki jih je potrebno izpolniti.«
VPRAŠANJE 1: Iz odgovorov na vprašanja je razbrati, da Naročnik ne želi objaviti Idejne zasnove, ki je bila osnova za razpis natečaja in podajanje zahtev glede organizacije stavbe. Smatramo, da je Naročnik DOLŽAN objaviti IDZ, ker z objavo omogoči vsem sodelujočim enake pogoje sodelovanja; (namreč nekontrolirana distribucija omenjene IDZ je razlog za vložitev revizijskega zahtevka) in znatno pripomore k razjasnjevanju nekaterih nerazumljivih zahtev. Nenazadnje tudi prikaže kako je snovalec IDZ umestil vso zahtevano kvadraturo na etažo 0, klančino, parkirna mesta in povrhu vsega še atrij!


»Poglavje 3.1.2
Tlorisni gabariti: je predmet natečajne rešitve in bo upoštevan v projektni dokumentacij. Uvozno/izvozna klančina v klet-garažo se lahko pokrije z nadstrešnico.«
VPRAŠANJE 2: Ali se klančino LAHKO pokrije z nadstrešnico ali se klančino MORA pokriti z nadstrešnico?

»Višinski gabarit: etažnost: 1K+P+3. Višina se lahko presega za postavitev tehnične opreme (klime, fotovoltaike in podobno) in izhoda na streho.«
VPRAŠANJE 3: Ali je na streho dovoljeno postavljanje pergol in zaščit pred soncem?

nadalje:
»Poglavje 3.2.3.
Objekt naj bo (ob glavnem stopnišču) opremljen z dvigalom, ki povezuje vse etaže objekta. Dvigalo naj bo dimenzionirano tako, da omogoča osebni transport, prevoz z invalidskim vozičkom in transport bolniške postelje z dvema spremljevalnima osebama.«
VPRAŠANJE 4: Ali stavba, ki jo načrtujemo resnično potrebuje dvigalo za transport bolniške postelje s spremljevalcema ali je to napaka v Natečajni nalogi?

The Competition Task states:

Chapter 3.1.1.
The Contracting Entity had previously carried out a spatial verification of the placement of the building (and the programme), the conceptual design, which served to start the procedures for preparing a new detailed municipal spatial plan for the area in question. This conceptual design was mainly intended for the spatial verification of the placement of the investor's programme in the building. The starting points of this spatial verification are the basis for some of the programming-functional starting points indicated below, which must be met."
QUESTION 1: It follows from the answers to the questions that the Contracting Entity does not want to publish the conceptual design, which was the basis for the competition and the requirements regarding the organisation of the building. We believe that the Contracting Entity is OBLIGED to publish the conceptual design, because by publishing it, it allows all participants to have the same conditions of participation; (the uncontrolled distribution of the mentioned conceptual design is the reason for filing an application for revision), and significantly helps to clarify some incomprehensible requirements. It also shows how the creator of the conceptual design placed all the required square footage on floor 0, the ramp, parking spaces, and on top of everything, the atrium!
Chapter 3.1.2.
Floor plan dimensions: subject of the competition solution, and will be considered in the project documentation. The import/export ramp to the basement-garage may be covered with a canopy."
QUESTION 2: The ramp MAY be covered with a canopy, or the ramp HAS TO BE covered with a canopy?

"Height dimensions: floor plan: 1B+G+3. The height can be exceeded for installing technical equipment (air conditioning, photovoltaics, etc.) and the exit to the roof."
QUESTION 3: Are pergolas and sun protectors allowed on the roof?

The building should be equipped (next to the main staircase) with an elevator connecting all floors. The elevator should be dimensioned in such a way that it allows personal transport, transport with a wheelchair, and the transport of a hospital bed with two accompanying persons.
QUESTION 4: Does the building we are planning really need an elevator to transport a patient bed with two accompanying persons, or is this an error in the Competition Task?
